SUMMARY: The Public Works and Utilities Department with the assistance of the Police
Department and the Municipal Court issued a Request for Proposals for photo enforcement of
signalized intersections and school zones. Redflex Traffic Systems was most responsive and was
selected for Photo Enforcement Services.

FISCAL IMPACTS (Include Budgeted Amount): The contract is written to be cost neutral. There is
no cost for the installation of equipment or other services beyond the infraction fees collected or the
fees in Exhibit "D" of the contract, whichever is least. The 2007 budget includes provisions for
revenues and expenditures for photo enforcement in the General Fund Non-Departmental budget
(gross revenues and expenditures which will net to zero or greater per the terms of the contract) that is
more than sufficient to cover the remainder of 2007 under the terms of this agreement.
