SUMMARY: .The City recently approved a non.:.exclusive cable television franchise agreement with
Cpmcast which provided (among other things) a requirement to relocate the BKAT production studio
and equipment by no later than April 15, 2008 from its' current location in the Comcast building on
Sylvan Way. Comcast is to provide additional capital funding payments to cover the cost of this
move: BKA T intends to relocate the studio and equipment to the current BKA T administrative office
building located on Tibardis Rd. - which consolidates staff and equipment in one central location.
The Tibardis building is owned by Kitsap County. Staff is recommending that the City enter into an
interlocal agreement with the County to give the City authorization to construct the required addition, '
to the building and make necessary improvements. The interlocal agreement additionally provides
BKA T use of the facilities through April 30,2020 - allowing the City to get full value for the
investment of these Cable Franchise PEG capital funds.
ATTACHMENTS: Explanatory Memo and Interlocal Agreement
FISCAL IMPACTS (Include Budgeted Amount): Interlocal agreement requires BKAT to pay for
utilities at the Tibardis location. ,,2007 budget is sufficient to cover the estimated additional expenses.
The intended improvements authorized by this interlocal agreement are funded by the Com cast
Franchise Agreement PEG funding and additional capital fu:riding payments. A budget adjustment
will be necessary to' authorize the expenditure of these funds - since the receipt of funds to make ,such
a move was not anticipated in the 2007 budget. The budget amendment will be requested at the time
a building contract is submitted to the Council for approval.
