SUMMARY: Puget Sound Energy has approached the City of Bremerton to purchase an easement
for their electrical equipment to be located on the City property at the northeast comer of Park A venue
and Burwell Street. The properties have been previously burdened by a PSE easement granted by the
City in 1990. As part of the negotiations for the new easement, PSE will be relinquishing these
easements and compensating the City for use of the property.

FISCAL IMPACTS (Include Budgeted Amount): PSE will compensate the City 50% of the land
value for the easement, using the property valuation from the recent property purchase by WSDOT for
the Downtown Tunnel Project. Total compensation will be $15,060.00 for a total of 1,004 square
feet. Funds will be deposited in the Parking System Fund - as the property impacted by this easement
agreement is a City Parking System asset.
