Subject: Parking Agreement
As you are aware, The Bremer Trust has entered into an agreement to sell the J.C. Penney's building/parking
garage to Ron Sher. The parking garage currently has over 600 parking spaces which serve numerous Trust
and other downtown tenants, businesses, and commuters. As part of the transaction between the parties there is
a condition that some of the lost parking be replaced at the lowest possible market rate so as to not break existing
contractual requirements the Trust has to provide parking to some of its tenants. The City parking assets are
generally the lowest market rate parking resource available. In order to assist this transaction in proceeding
forward - I have signed a letter of commitment to the Trust that the City will provide up to 150 parking spaces at
our lowest possible market rate for up to 10 years at our Park and Burwell lot and/or in the Washington Street
garage. By making this commitment for these parking stalls (assures revenues from these assets to the City)
and we provide the necessary firm commitment to the Trust that they can feel comfortable in moving forward with
the sale to Ron Sher.
Attached is a copy of the commitment letter I have signed. The final parking arrangements will be finalized with
the closing of the sale of the building. I just wanted to share this information with you. It is very exciting to
have this moving ahead - this is just one more step in getting it accomplished.

Honorable Cary Bozeman, Mayor
City of Bremerton
345 6th Street
Bremerton,VVA 98337
SUBJECT: PARKING - BREMER TRUST
Dear Mayor Bozeman,
VVe represent Bremer Trust (Trust). As you are aware, the Trust has entered into an agreement to
sell the J.e. Penney's parking garage that currently has over 600 parking spaces which serves
numerous Trust and other downtown tenants, businesses, commuters, students and visitors. This
potential transaction has been entered into with Mr. Ron Sher to support the continuing
redevelopment of downtown Bremerton.
VVithin the written agreement with Mr. Sher is a condition that some of these lost parking spaces
will be replaced, at the lowest possible market rate, to assist in the already established and
potential future tenants parking needs in the core area of Bremerton. Therefore, the Trust and
Mr. Sher request the City of Bremerton's following commitment:
1. Bremerton shall commit for a period of up to ten (10) years at least one hundred fifty
(150) parking spaces, as needed, on a reserved basis at the lowest possible market rate.
2. These reserved parking spaces shall be on a month to month or longer basis which shall
vary in numbers subject to changes in tenancy and related needs of the Trust.
3. The location of these spaces shall be in City owned properties with the following tax
parcel numbers: 3718-019-021-0002 and 3718-006-018-0004. If redevelopment
removes these properties in the future, City controlled parking within four hundred (400)
feet of these parcels may be substituted.
4. All parking commitments, as described herein, shall be in writing and shall be subject to
the final closing of the sale to Mr. Sher which shall be the effective date of this
commitment by the City. Therefore, if the sale of the J.e. Penney's garage does not
close, this parking commitment shall automatically become void.

Re:
2008 Budget Schedule -Information Item
Date:
June 18, 2007
Attached is a proposed schedule for the development of the City of Bremerton's 2008
budget. The intent with this schedule is to allow sufficient time for the Mayor and
Department Heads to review and revise the budget as needed prior to the submittal of
the proposed budget to the Council. This probably looks familiar to everyone as it
mirrors the schedule and process used for the development of the 2007 budget.
The schedule calls for the City Council, Mayor and Department Heads to kick off the
2008 budget process on July 10th with a workshop to update the initiatives necessary to
support strategic priorities, establish boundaries, and identify general budget
expectations that departments should then incorporate into their preparation of the
budget.
I will be available during the Council's June 27th meeting to answer any questions you
may have.
