SUMMARY: Sealed bids for construction of the project titled "SR 304 T.I.P.; Navy Yard Highway
Phase" were opened on May 22,2007. The engineer's estimate for construction of the project is
$5,118,237.77. Two bids were received for this project. Ceccanti, Inc. was the lowest responsive,
responsible bidder with a bid of $6,679,111.18 (including sales tax) for the base bid and alternate bid
items 1 and 2.

FISCAL IMPACTS (Include Budgeted Amount): There are two components to the project, the
roadway work and a sanitary sewer line replacement in Charleston Beach Road. The roadway work is
funded by the Washington State Nickel Fuel Tax, Kitsap County (K.C. Agreement # KCl 05-97
Amendments 1&4), Washington State Department of Transportation (WSDOT Agreement # GCA
5178) and Kitsap Transit (Interlocal Agreement Dated 5/21/1997)). The sanitary sewer line
replacement is funded by Kitsap County (K.C. Agreement # KCI05-97 Amendment 3).

RECOMMENDED MOTION: Move to award a contract for the base bid and alternates 1 and 2 in
the amount of$6,679,111.18 (including sales tax) with Cecannti Inc. for construction of the project
titled "SR 304 T.I.P.; Navy Yard Highway Phase" and authorize the Mayor to finalize and execute the
necessary contract documents for construction.
