6B - ORDINANCE NO. 5011, AUTHORIZING THE ISSUANCE OF WATER & SEWER REVENUE AND
REFUNDING BOND IN THE PRINCIPAL AMOUNT OF $5,375,000 (#AB07-141): Laura Lyon,
Financial Services Director, explained that the City's wastewater utility system requires a bond issue to
finance the sewer system expansion project to Southwest Bremerton. In addition, the City desires to
refund and retire the currently outstanding 1994 Water and Sewer Revenue Bonds maturing on
September 1,2007 with principal amount of $2,655,000 outstanding, and the 2005 ULlD Revenue Bond
which has a final maturity of September 1, 2015 and with the principal amount of $265,928 outstanding.
In order to finance these City capital improvements of the water and sewer utilities and to refund and
retire the 1994 and 2005 revenue bonds outstanding, the Director of Financial Services is
recommending that the City Council issue a water and sewer revenue and refunding bond with a lien on
the revenues of the combined utility system. The City has received a proposal from Bank of America,
N.A. to purchase such a bond and on terms and conditions that are acceptable to the Director and is
now recommended for approval by the City Council. It was explained that the final rate for the bonds
was locked in at 4.28% by mid-morning today (June 6, 2007), which is an increase from the last
indicative pricing estimates (dated May 11, 2007) of 0.23%.
Phil Williams, Public Works & Utilities Director, presented a Power Point presentation to provide further
details of the sewer system expansion project to Southwest Bremerton [including the area of Gorst].
There were no comments from the public.
Mr. Shepherd provided comments in support of this action, and thanked the Public Works and Finance
Departments for their innovative ideas. Mrs. Arends agreed with these comments and added that the
new rate, although higher, was still a competitive rate. Mr. Brockus hoped that the costs associated with
the improvements will be minimized.
Mr. GehrinQ asked if there were penalty fees for early pay-off of the bonds, and asked if the interest
rate was locked in. Ms. Lyon stated that the interest rate was locked in, and explained that if the City
requested an early payoff, a computation would be made and a decision made at that time to determine
if there was a negative impact.
Mr. Maupin commended Public Works and Finance staff for bringing this issue forward.
