SUMMARY: Culminating over a year of negotiations, the City and Comcast of Washington IV, Inc.
have finalized a franchise agreement that grants Comcast a non-exclusive franchise to operate a cable
television system within the City for the next five year period. Provisions in this agreement ensure
the availability and reliability of the cable system within Bremerton, establishes customer service
standards to be adhered to, provides for a wide range of programming services to be offered,
establishes conditions and requirements for the grantee's use of the City's rights-of-way, and ensures
the availability of local programming (including public, educational, and governmental access
programming).
A TT A CHMENTS: Explanatory Memo and Franchise Agreement Ordinance NO. 50 ( ;L
FISCAL IMPACTS (Include Budgeted Amount): Provides 3.5% franchise fee revenues, lump sum
PEG access fee revenue payment of $115,000, and a one time capital contribution of $150,000 to be
used for the purposes of relocating the BKA T production studio and head end connection from 1225
Sylvan Way to the 7266 Tibardis Rd. NW location. The 2007 budget included these revenue
expectations with the exception of the $150,000 for the construction of a new studio at Tibardis.
