SUMMARY: Commencing in 2006, and extended until April 2007, the scope of work performed by
Soren Northwest was expanded beyond lobbying consulting services to include the coordination of
the application process and successful competition for state grants to fund capital projects desired by
the City. To continue these services, staff recommends that the existing contract be extended until
December 31, 2007, creating a contract period of January 1, 2006 to December 31, 2007, with the
total compensation not to exceed $62,400.

FISCAL IMPACTS (Include Budgeted Amount): Adequate funds are budgeted through General
Fund Non-Departmental Miscellaneous and Economic Development for the additional compensation.

RECOMMENDED MOTION: Move to approve Contract Modification No.2 between the City of
Bremerton and Soren Northwest, Inc, to extend the contract termination date to December 31,2007,
for lobbying and consulting services with compensation not to exceed $62,400 and authorize the
Mayor to finalize and execute this agreement in substantially the same form as presented.
