RESOLUTION NO. ~31
A RESOLUTION of the City Council of the City of
Bremerton, Washington, submitting the question to qualified
electors of the West Hills Island Annexation Area during the
August 21, 2007 State Primary Election, whether the West Hills
Island shall be annexed to the City as provided in City Council
Ordinance No. 5002.
WHEREAS, on March 21, 2007 the City Council passed Ordinance 5002
approving annexation of certain lands situated in West Bremerton comprising
approximately 171 acres and completely encompassed by City of Bremerton, and
commonly referred to as the "West Hills Island", using an abbreviated procedure to
annex unincorporated islands of property per RCW 35.13.182; and
WHEREAS, pursuant to RCW 35.13.1821 island annexations are subject
to potential referendum for 45 days after passage if a petition is prepared and signed by
qualified electors in number equal to not less than ten percent of the votes cast in the last
state general election in the area to be annexed; and
WHEREAS, a referendum petition, signed by qualified electors equal in
number to at least ten percent of the votes cast in the last state general election in the area
to be annexed has been filed with the City Council as provided for in RCW 35.13.1821;
and
WHEREAS, the City Clerk, through the Kitsap County Auditor, on April 11,
2007, verified the sufficiency of the signatures thereto; and
WHEREAS, the County Auditor requires a Resolution approved by the City
Council authorizing the placement of the question on the August state primary election; NOW
THEREFORE,
THE CITY COUNCIL OF THE CITY OF BREMERTON, WASHINGTON,
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The question of whether the West Hills Island area shall be
annexed to the City as provided in City Council Ordinance No. 5002 shall be placed on the
August 21, 2007 state primary election ballot.
SECTION 2. The City Attorney shall draft and forward the appropriate ballot
title to the County Auditor.
SECTION 3. Severabilitv. If anyone or more sections, subsections, or
sentences of this Resolution are held to be unconstitutional or invalid, such decision shall not
affect the validity of the remaining portion of this Resolution and the same shall remain in full
force and effect.

SECTION 4. Effective Date. This Resolution shall take effect and be in force
immediately upon its passage.
