SUMMARY: Supplement No.1 to the existing Bremerton Tunnel Cooperative Agreement with the
Washington State Department of Transportation (WSDOT) authorizes the City to acquire and provide
decorative streetlight standards to WSDOT's Bremerton Tunnel Project contractor. WSDOT will
reimburse the City 100% of the costs to acquire and provide the streetlight standards. Supplement
No.1 also updates the estimate of cost for the Pacific Avenue Basin CSO main and authorizes
WSDOT to reimburse the City for costs associated with providing electrical services for the Project's
streetlight and signal systems. Staff recommends purchase of 42 Hudson River Park Lamp Posts as
manufactured by Spring City Electrical Manufacturing Co. in the amount of$275,359.64, including
sales tax.

FISCAL IMPACTS (Include Budgeted Amount): WSDOT will reimburse the City for 100% ofthe
costs identified in Supplement No.1 including the $275,359.64 purchase amount from Spring City
Electrical Manufacturing Co. The Engineer's estimate for the Pacific Avenue Basin CSO main is
$1,336,692.13. Funding for the CSO work is within the available budget.

RECOMMENDED MOTION: Move to approve Bremerton Tunnel Construction Cooperative
Agreement GCA-4924 Supplement No.1 with Washington State Department of Transportation, and
authorize the Mayor to finalize and execute the agreement with substantially the same terms and
conditions as presented, and to approve the purchase of 42 decorative streetlight standards from
Spring City Electrical Manufacturing Co.
