CITY COUNCIL
........................................................a...............................
SUBJECT: General Fund allocation to
2007 recipients of CDBG funding.
Committee Meeting Date: 04/25/07
COUNCIL MEETING Date: 05/02/07
Department: DCD - CDBG
Presenter: Howe, Vila
Phone: 473-5211
SUMMARY: In 2006, the City experienced strong financial performance in the General Fund. As a
result of increased revenues and reduced expenditures, the General Fund had a higher ending fund
balance than was anticipated to carry forward as the beginning fund balance for 2007. $18,000 of this
balance carry forward is requested to provide a $2,000 funding 'boost' to nine public service agencies
partially funded with CDBG funds in 2007. A breakdown of these agencies and the services provided
is attached. IS a..th:t~-eJ t:\S ~+ 0-9- ~~S SV~ ~/' ~

FISCAL IMPACTS (Include Budgeted Amount): $18,000.00, unbudg~d item for 2007.

sufficient to over this cost.

As you are aware, many nonprofit and public agencies serving Bremerton and Kitsap County
provide a variety of much needed services to the City's low income and 'working poor'
citizens. These services provide a tremendous value to the whole community.
Unfortunately; funding for staff and operating costs continues to be the most difficult to obtain
for these agencies despite the fact that ongoing staff services, such as counseling, are vital
for any client to achieve self sufficiency.
CDBG funds for these services are limited by regulation to 15% of our annual allocation.
Over the past 10 years our allocation has decreased and, at best, remained stagnant.
Unfortunately, the cost of these services increases and the net result is to serve fewer
citizens at a time of increased need.
Many other CDBG Entitlement Communities, such as the Cities of Seattle, Longview and
Federal Way, contribute to similar services out of their General Funds. The City, in light of a
one-time budget surplus, has graciously agreed to consider funding the following projects
with General Funds. The Council Finance Committee has approved this request.
In 2007, a contribution of $18,000 would boost 9 partially funded Public Service projects at
$2,000 each. Such a contribution would greatly help:
-Kitsap Sexual Assault Center to continue to fund a counselor for abused children in the City
of Bremerton. The Bremerton Police Department regularly refers clients to this service
-Kitsap Community Resources to continue to staff a Transitional Housing counseling program
to prevent homelessness in Bremerton
-RMH Services to continue to staff a program that serves and counsels Bremerton's most
challenging mentally ill clients.
-YMCA to provide childcare scholarships to more Bremerton children that might otherwise be
at home alone after school and over the summer.
-City of Bremerton Parks Department to staff a summer lunch program in Matan and
Evergreen Parks.
-Kitsap Boys and Girls Club to staff a new site at the Naval Avenue school that will provide
afterschool activities for children that might otherwise be home alone.
-Kitsap Literacy Council to provide services to program participants seeking skills and
certifications (such as a GED) to increase self sufficiency.
-YWCA to staff a bilingual advocate for women and children in domestic violence situations.
-Catholic Community Services to staff Benedict House, a program for homeless men aimed
at obtaining self sufficiency.
While the Citizens' Advisory Committee recognizes the importance of these agencies and the
work that they do, lack of adequate CDBG funding led to partial awards for most ranging from
25% to 65% of their original requests.
As part of the application process, CDBG staff reviews the financial statements of each of
these agencies and we have found them to be very prudent and efficient in their use of public
funds. In short, a little goes a long way to help our citizens most in need.
Thank you and the Council for considering this funding request, and the Mayor for initiating it.
