SR 304, Navy Yard Highway

SUMMARY: The City of Bremerton and Kitsap County seek to incorporate additional work into the
SR304 Transportation Improvement (TIP) Project, Navy Yard Highway Phase. These improvements
include replacing the existing County sanitary sewer line, upgrades to the proposed storm system, new
street lighting and maintenance of the landscaping. These will be completed as amendments to
existing Interlocal Agreement No. 3829 with Kitsap County, and will allow the improvements to be
constructed with the City project.

FISCAL IMPACTS (Include Budgeted Amount): ILA #3 and #4 are fully reimbursed by Kitsap
County to the City (approximate total cost $516,740). ILA #5 will be reimbursed from State funds
already provided to the City through WSDOT for the project. ILA #6 will have an annual cost of
$3,500 to the City Parks Department.

RECOMMENDED MOTION: Move to approve Interlocal Agreement Amendment Nos. 3, 4, 5 and
6 between the City of Bremerton and Kitsap County for improvements ofSR 304, Navy Yard
Highway, and authorize the Mayor to finalize and execute the amendments with substantially the
same terms and conditions as presented.
