Tonight I speak for the majority of registered voters
in the West Hills UGA.
According to the Adopted Kitsap Countywide Planning
Policies, paragraph 4 (d) item (v), "Residents of
unincorporated areas should be consulted and actively
involved in the annexation process affecting tl).em."
Question: Since the City should have consulted and
actively involved West Hills residents in the
annexation that affects us, why didn't the City, prior
to passing its resolution to annex us, consult and
involve us?
According to paragraph 3 (j) item (ii) of the Adopted
Kitsap Countywide Planning Policies, a city shall
prepare an evaluation of how a full range of' urban-
level infrastructure and services would be provided
within the potential expansion areas, including
appropriate capital facility analysis of these to
include, among other things, sewer.
Question: Why hasn't the City included in its City
Wastewater Capital Improvement Programs a sewer
extension project for West Hills area since the City
has known that it intends to annex West Hills?
According to Appendix C, UGA Agreements, paragraph 5
item (ii) a City's pre-annexation planning shall
include offering pre-annexation agreements to property
owners interested in annexation and needing assurance
from the City about services, planning and other
issues.
Question: Why hasn't the City offered a pr~-annexation
agreement to us to assure us that we would receive the
improvements we expect and the assurances we require?
