CONSERVATION _ T((HMII Exhibit" A" 23 January 2007 Wyn Birkenthal, Director Bremerton Parks and Recreation Department 680 Lebo Blvd Bremerton, W A 98310 RE: Bremerton Parks, Recreation and Open Space Plan Dear Wyn: Conservation Technix, Inc. is pleased to submit a scope of work and budget to assist the city of Bremerton in updating its Parks, Recreation and Open Space Plan. Our firm has partnered with the Illahee Group, Inc. to bring the strongest possible depth and breadth of experiences and skills to this project, and the team offers a strong background in public sector planning, community outreach and design. We are excited to participate in this process and recognize the potential for an exemplary park and recreation planning effort that takes advantage of Bremerton's natural setting. Project Understanding As the largest city in Kitsap County and with its close proximity to the Olympic Peninsula and Seattle, the city of Bremerton boasts a strong parks and recreation program with over 200 acres of park and open space lands and quality recreation programs. With access on the Puget Sound, Bremerton offers a wide range of recreational opportunities to its residents and visitors. The major objectives of the Parks, Recreation and Open Space Plan are to: EI Involve local residents to inform the plan through meaningful public outreach; III Combine existing planning and facility information into a concise, readable format; 1!I Produce a pIan that will secure CTED and IAC approval to facilitate future grant opportunities, and; III Produce a final draft plan on a rimeline consistent with the city's requirements. Scope of Work Task 1: Project Initiation, Scoping & Management As an initial task, we will meet with Parks staff to refine the scope of the project and hold a project kick- off meeting, as necessary, to consider the following: 1!I Review and discuss the overall goals and objectives for project III Refine public outreach program and identify potential meeting dates a Discuss any concurrent city-based planning efforts underway or pending to assess need for integration and/or coordination of efforts III Identify contacts and relevant community stakeholders The project planning team will work closely with staff to modify or amend the work scope, rimeline or milestones, as needed, to ensure common expectations and a clear, mutual project understanding. We will seek to coordinate plan development and community outreach with other pending and existing planning processes to maximize resident involvement. Additionally, we will review the city's web site information and other materials related to recreation programs and offerings, individual park site planning and development, the golf course and the current department budget. Following a park and facility tour, physical inventories of each park site will be conducted to identify potential needs for improvement, enhancement, or renovation. Site inventory sheets and an amenities matrix will be developed to provide insight to any existing gaps or deficiencies in the park system. A review of recreation program offerings also will be conducted, along with a review of programs provided by other local, public and private service providers. This information will be used to inform the needs analysis and the development of the capital facilities component. We will obtain pertinent GIS datasets and review past mapping products to begin to compile an updated system inventory, along with the capability to assess acquisition and development gaps based on service standards and community needs. GIS-based mapping will enable the team to make informed recominendations about potential future candidate acquisition sites that maximize resource utility while managing potential long-term development and operating costs. We will also compile demographic information for Bremerton and its environs. This data will assist in analyzing community needs and trends based on population and income details. A community history and profile will be completed to summarize these findings. Deliverable: ./ Inventory Sheets for Each Park Site ./ Park and Facility Amenities Matrix Timeline: · Completion late May Budget · $9,435 (16% of total) Task 3: Community Outreach A successful public involvement process is an essential element of this project. Our team offers extensive experience in conducting, facilitating and documenting public outreach efforts. We propose a thorough and thoughtful public comment and review process to enliven, inform and validate the Park Plan update. PO Box 12736 · Portland, OR 97212 · www.conservattontechnix.com 503-989-9345 Page 3 of 5 Bremerton Parks, Recreation & Open Space Plan Scope of Work and Budget To foster greater community support and awareness for the Parks Plan and facilitate plan approval by the . various reviewing agencies, we propose the following public involvement components, to be discussed in more detail below: a Mail and Web-based Survey a Public Meetings for Plan visioning and review · Stakeholder Interviews & Group Discussions · Website content Mail and Web-based Survey Working closely with staff, we will develop a survey instrument to identify the community's preferences, needs, demand and the general use of parks and recreation facilities. The survey will be prepared for mail distribution and internet hosting. We propose a random sample of 3,000 residents using GIS-based Assessors information for the mail survey, with reminder cards to follow. The redundant web survey will also be linked from the city's web site and identified via press releases and community announcements. Public Meetings We propose to coordinate and facilitate three (3) public meetings, with logistics support from Parks staff, and recommend the following sequence of sessions: . Community Meeting #1: We will present an overview of the planning process and project purpose, elicit local insights on the future vision for the parks system, and begin to explore program and facility opportunities. We will also use this opportunity to explore and identify with residents any non-traditional recreation providers, local associations, and other interested parties who might provide critical information to the plan. This session may be in coordination with the Transportation System Plan meetings or the pending Downtown Master Plan meetings. Community Meeting #2: We propose an informal open house session for residents to get a project progress update and to confirm field observations about park sites and facilities. Residents would be asked to add richness to the inventory data and matrix and begin to identify important upgrades, expansions, or enhancement projects that could be reflected in the capital facilities plan component. Community Meeting #3: We will host a public session to present and review the draft Parks Master Plan and seek critical feedback in specific areas, such as capital project priorities. III III Stakeholder Interviews & Group Discussions With guidance from Parks staff, we will conduct up to fourteen (14) individual interviews or group discussions with staff, the Park Commission and external stakeholders to explore the strengths of and opportunities for the program, inquire about its fmancial and programmatic challenges, and probe for ways to clarify program goals and expand public involvement in and support for the parks and recreation program. External stakeholders may include organized sports associations, seniors, youth, community or civic groups, business associations such as local homebuilders or realtors, and others. Observations from all stakeholder interviews will inform the development of the draft plan and any subsequent public meetings.
