SUMMARY: The Mayor is requesting that the City Council approve a professional services
agreement with The Connections Group to develop a City communication plan and conduct citizen
outreach efforts. The need for this work has been ongoing, but has become particularly important in
2007 as the City begins preparation for an anticipated ballot measure related to parks and streets
funding. In addition, the information obtained through this effort will provide greater insight into the
areas of City focus that are deemed most valuable by our citizens. From this feedback, the City can'
more effectively address Citizen interests in communication methods and messaging as well as in the
City strategic and financial planning processes.
ATTACHMENTS: Professional services agreement and explanatory memorandum.
FISCAL IMPACTS (Include Budgeted Amount): This professional services agreement has a "not to
exceed cost" of$50,000 and is currently an unbudgeted item for 2007. Preliminary financial results
for 2006 indicates that there is a positive General Fund ending fund balance variance carrying forward
into 2007 which is more than sufficient to cover this additional expenditure in 2007. A budget
adjustment of $50,000 for the Executive Department 2007 budget is requested to fund this contract
expenditure.

RECOMMENDED MOTION: Move to approve execution of a contract in substantially the same
form as presented with The Connections Group to develop a City communication plan and conduct
citizen outreach efforts and authorize a 2007 budget amendment in the amount of $50,000 to fund this
work.
