Regualr meeting of the council of the ccaty of Bremerton Called to order by
ayor ,V. .A.. Harlow.Present councilnen Cra\yford,Urban. lliles,Arnold.Bu:ffington
Palmer and Foss,and Atty. Moore.
Minutes of tIle previous meeting read and approved. Reading of application
from Jacob Jacobson asking for the appointment of inspector of side walk
on Burtdln Ave. .lfoveu by'\~iles sec. by Urban that the applica~ion beplaced
on file . Carried.street and alley committee reported that the gutter on 6th
street had been changedto run the water down Braodway.
Crawford stated that the side walk on Washington Ave. near 6th should be
raised and leveled up. Referred to the street and alley committee.
Fire light and 1Nater committee reported that application had been made for
a street light at 8th and Warren and 9th and Burton and reccomended that the
petitXlon be laid over for the present. ~rnold urged that alight be installed
on 9th and Burton. Laad o~fr one week ,~
Chief Watt reported that thhl~ Company ~ had been removed and asked that
the samebe installed again. Moved by Arnold sec. by Crawford that the fire
light and water cOlnmittee be instructed to install a new light, Carried.
Discussion of fixing the interest on Gen. Fund \Yarranta at 7 per cent.
Moved by Foss sec. by Palmer that the attorney be instructed to <<raft an
ordinance providing for interest on general fun~ warrant at 7 per cent.

Moved by Foss sec. by Urban that tIle license br granted subject to the filing
of the necessary bond. Carried.Arnold reported that Co. two wants a new haal
after electionand would have plana ready by next meetingtfor a building 40
by 20 two story high.
Foss urged tl1a.t fire departe~lent be 60 arranged as to provide for a auto
fire truck in few years and a general alarm system.
Atty. submitted comunication from the public service commission acknaaedging
receipt of ca. plaint against the j~re1l1erton '1t!ater and power Co. and that the
matter \\'ould be taken up as soon as possible. .-'l\ttorney asked'tl1at t.he author
of the resolution be asked to furnish the data requested by the comunication
from the Public service Commission.

Your favor of tlle 11th instand n enclosing complaint
against the Bremerton Water and Power Co., haa remained unanswered until
this date owing to the continued absence of the commission from be capital.
We herewith acknowledge reeipt of your favor enclosmng formal complaint
by the city of Bremerton against the Bremerton Water and powe~ Co.
Inasmucll as tllia complaint directly invo11Tes the :eeasonableness of the
schedult of rates charged by this company~it will be necessary for the
CO~~isBion to make an investigation of the value of the property,operating
expenses and such other Inatters as will be necessary to be considered in the
final ~ determination of the reasonableness of, the rates.
Unless you';'lare prepared to make a showing aa to all of these facta without
investigation by the commission,therewill be a necessary delay prior to issua
nee of citation, during which the investigation would be completed.
Owing to the large number of complaints \11th the commission, some little
time will be necessray before the valuation of thms property can be made.
We wil undertake, however, to proceed with the valuation aIX

expeditiously as possible aned,according toour best understanding with
engineering departement,Bremerton will be the next in line after
or two matters at TacomaJBellingham,and Everett have been disposed of.
We have on file a formal complaine from the City of Charleston against this
same Co. so that both cOlnpla.ints can probably be disposed of at the same
timeand in the same investigation.
\Ve regret, our inabilityto proceed to avaluation of this property at once
but the appropreation ~ade for this office by the last legislature is not
sufficiently large to enable immediate attention in the case of every formal
complaint. As stated above.however,we will proceed as soon as possible to an
investigation of the valuation of of the propaerty,iSBUing citation and
holding proper hearings at which tmme you will be notified so as to present
your testimony.We can give you no positive assurance as to the tilne but can
only advise ,as in the case of the city of Charleston that the matter
