GENERAL BUSINESS 6A - BUDGET ADJUSTMENT AND CONTRACT WITH CONSERVATION TECHNIX FOR PARK PLAN UPDATE (#AB07-050): Wvn Birkenthal, Parks & Recreation Director, stated that in December of 2006, the Parks Department widely advertised a Request for Qualifications to assist the City with the update of the Parks & Recreation Plan. In January, a panel consisting of a Parks & Recreation Board member, the Parks Director, Director of Community Development, and Parks Maintenance Manager interviewed the top three firms. There was unanimous concurrence among the panelists that CONSERVATION TECHNIX of Portland, Oregon was the firm most prepared to meet Bremerton's need to update the Long Range Plan. After completing reference checks, staff negotiated a scope of work and price (inclusive of travel) of $61 ,610.00 for the plan update. The update of the Park Plan maintains the City's eligibility for State Grants to develop and acquire park land. In 2006 the City received $2.8 million dollars of State Grant funds. The development of a Park Plan is one of several tasks identified to be completed in 2007 to support the City's strategic Priorities. Helen Miller asked why the City was outsourcing this contract. Mr. Birkenthal said that in actuality, this was a "hybrid" plan, and Parks staff were going to do a lot of work on the plan and would be working with the consultants to minimize the costs. He added that it is a benefit to work with a consultant because they are a "neutral party", and it is beneficial to see how Bremerton's Park facilities and services "stack up" to national standards and other communities of similar size. Mr. McConnell further explained that the City was outsourcing the planning is because the main priority for the Parks Director is to manage the park system. Mr. Brockus encouraged supporters of the proposed neighborhood park at 1 th & lronsides to go to one of the three public meetings. 06:03:45 M/S/C/U (Brockus/Robinson) Move to approve a contract with CONSERVATION TECHNIX to update the Long Range Park Plan; and authorize the Mayor to finalize and execute the contract in substantially the same form as presented, and authorize the required budget adjustment in the amount of $61 ,610.00 to fund this work. 6B - RESOLUTION NO. 3025, ADOPTING THE BREMERTON NEIGHBORHOOD ENHANCEMENT PROGRAM (#AB07-051): Marie Vila, Community Development Block Grant and HOME Program, explained that the Neighborhood Enhancement Program will provide small matching grants to community groups seeking to make physical improvements in their neighborhoods. Through these grassroots projects the City aims to trigger community-mindedness and pride that will make a positive difference to the City as a whole. A POWER POINT presentation was made to further describe the highlights of the Program. City Council Reg. Mtg. Minutes Wednesday, March 7, 2007 Page 3 of 4 Mike Eliason with the Kitsap County Realtors Association urged the Council's support. Council Members provided comments in support of this Program, and thanked Marie and staff for their efforts in putting this together. 06:21 :23 M/S/C/U (Priest/Brockus) Move to pass Resolution No. 3025 to adopt the Bremerton Neighborhood Enhancement Program. 6C - RESOLUTION NO. 3026. RATIFYING THE KITSAP COUNTYWIDE PLANNING POLICIES AS APPROVED BY THE KITSAP REGIONAL COORDINATING COUNCIL (#AB07-052): Andrea Spencer, Community Development Director, summarized that the Kitsap Countywide Planning Policies (CPP's) are a regional framework prepared by local governments to coordinate jurisdictional growth planning as directed by the State Growth Management Act. The CPP's were originally adopted and ratified by all Kitsap County local governments in 1992 and have subsequently been amended in 2000, 2001, 2003, and 2004. The proposed 2007 amendments address such items as reasonable measures and the creation of land utilization and monitoring program. These amendments were unanimously recommended by the KRCC Board on December 5, 2006 and adopted by the Kitsap Board of County Commissioners on February 12, 2007. City Council ratification of the amendments is requested to be compliant with the procedures outlined in the CPP's. A POWER POINT presentation was made to highlight the amendments and discuss the process. Mary McClure, Executive Director of the Kitsap Regional Coordinating Council, commented that the CPP's have been evolving since early 2000, and the KRCC Board has been working with the Planning Directors from throughout the County to amend and make them reflect the best case relationships with the county, cities, and tribes, but it isn't perfect. She acknowledged that the item the Council was most concerned about was also the most controversial of all the amendments that were brought forward. Ms. McClure established that her intent was to facilitate the process to get to a place where the parties can agree, and offered to answer any questions. Paula Johnston, City Clerk, read proposed Resolution No. 3026 in its entirety into the record. There were no comments from the public. Council Members provided comments to establish their reasons for denying ratification of the Kitsap Countywide Planning Policies, particularly due to the proposed amendment to change the word "shall" to "should" in the RCW Section of the "Urban Growth Areas" that states "each County shall include designations of urban growth areas in its Comprehensive Plan': because it would make it too easy to ignore the requirement. 06:42:15 M/S/C/U (Wofford/McConnell) Move to pass Resolution No. 3026, rejecting the amendments to the Kitsap Countywide Planning Policies, hereby denying ratification. COUNCIL MEMBER REPORTS Adam Brockus announced the Washington State Ferries is looking for citizen volunteers to serve on the Ferry Advisory Committee to call the office of County Commissioner Josh Brown. Carol Arends mentioned that she is a graduate of "Girls State" from many years ago and remembered it was a great experience, therefore highly recommended that anyone attend if they have the opportunity. Will Maupin reported on the recent KRCC Policy Board Meeting, which included discussions on current issues of the Washington State Ferries, including lack of funding. City Council Reg. Mtg.
