SUBJECT: Park Plan Update Contract and Budget Adjustment Committee Meeting Date: COUNCIL MEETING Date: Department: Presenter: Phone: Feb.2Sth,2007 March 7th 2007 Parks and Rec. Wyn Birkenthal 473-5752 SUMMARY: In December of2006 the Parks Department widely advertised a Request for Qualifications to assist the City with the update of the Parks and Recreation Plan. In January a panel consisting of the a Parks and Recreation Board member, the Parks Director, Director of Community Development and Parks Maintenance Manager interviewed the top 3 firms. There was unanimous concurrence among the panelists that Conservation Technix of Portland, Oregon was the firm most prepared to meet Bremerton's need to update the Long Range Park Plan. After completing reference checks, staff negotiated a scope of work and price (inclusive of travel) of $61 ,61 0 for the plan update. T~e' update of the Park Plan maintains the City's eligibility for State Grants to develop and acquire park land. In 2006 the City received $2.8 million dollars of State Grant funds. The development of a Park Plan is one of several tasks identified to be completed in 2007 to support the City's Strategic Priorities. ATTACHMENTS: Professional Services Contract with Conservation Technix for Park Plan Update FISCAL IMPACTS (Include Budgeted Amount): This professional services agreement has a "not to exceed cost" of $61,610 and is currently an unbudgeted item for 2007. During the Mayor/Department Head budget review in the Fall of 2006 Parks and Recreation substantially reduced the amount of professional service dollars requested in an effort to insure a balanced General Fund budget would be presented to Council with the caveat that should year end 2006 revenue exceed projections the Park Plan update would be recommended for a budget adjustment during early 2007. Preliminary financial results for 2006 indicates that there is a positive General Fund ending fund balance variance carrying forward into 2007 which is more than sufficient to cover this additional expenditure in 2007. A budget adjustment of$61,61O for the General Fund Parks & Recreation Department 2007 budget is requested to fund this contract with Conservation Technix for the Park Plan update.
