CITY OF BREMERTON ~/VORK CHANGE DIRECTIVE
Reservoir No. 23, Work Change Directive 001 - Attachment No. I
1. Excavation for Rin,q Foundation. Modify excavation for the ring foundation as follows:
A. Extend excavation within the limits of the ring foundation (defined as the area between radii of 34.5
and 39.5 feet, measured from the center of the tank footprint) to a nominal depth of 0.5 feet below
the designed elevation of the excavation bottom.
Extend excavation below designed elevation -0.5 feet only when directed by the Engineer or when
necessary to remove a large boulder or outcrop from the excavation floor. Remove all loose native
material, native clay or soil materials, and any cobbles larger than 6 inches largest dimension from
the excavation bottom.
B. When ring foundation excavation is complete to necessary depth, compact the native material in the
excavation bottom with a vibratory compactor (hoe-pack) as necessary to achieve acceptable
consolidation of the native material. Sufficient consolidation of native material shall be judged and
approved by the Engineer.
C. Backfill excavation between the actual excavation bottom and the designed elevation of the
excavation bottom with Type A granular backfill, as specified in Section 02200-2.1 .E.1 of the
Contract Specifications (Page 02200-2). If necessary, for fine grading & leveling purposes only,
Type C sand backfill, as specified in the same Section of the Contract may be substituted for the
upper 1 to 2 inches (2" maximum) of the backfill. Adjust the moisture content of the backfill material
and compact in place, in accordance with the requirements of Section 02200.
The Engineer may, at his discretion, require and arrange for in-place testing of backfill materials
within the above-defined limits of the ring foundation excavation; compaction requirements to be
met shall be as stated in Section 02200. Otherwise, sufficient compaction of backfill materials shall
be judged and approved by the Engineer.
D. Extended excavation below designed elevations, imported backfill materials and compaction shall
be added to the existing Contract scope, and shall be performed on a Time & Materials basis at
rates for labor, equipment and materials to be established in accordance with the provisions of
Section 00800.
2. Excavation and Fill within Rin,q Foundation (Between Tank Center & Radius 34.5 Ft.)
A. Excavate to designed elevation limits for this area. Remove all cobbles and boulders larger than
eight inches largest dimension and compact native materials in place using heavy, tracked
vehicle(s) or vibratory compaction (hoe-pack or vibratory roller). Remove additional boulders or
cobbles where movement or "squirming" of materials is observed adjacent to larger particles.
Remove any soil or clay areas.
B. Remove any rock outcrops or boulders that will extend above an elevation nine inches below the
surface finished grade of the lime-sand fill material depicted in Detail 2/C3 of the Contract Plans. If
an outcrop or boulder "pulls out" or must be removed to a depth below the designed elevation of
this area, backfill the resulting depression with select native rock material from the excavation;
select rock material shall generally not exceed 3 inches larges dimension. Compact backfllled
areas. Sufficient consolidation of both native and imported materials in this area shall be judged
and approved by the Engineer.
C. Removai of unsuitable material and compaction of native and imported backfill materials (if any)
shall be added to the existing Contract scope and shall be performed on a Time & Materials basis,
at rates for labor, equipment and materials to be established in accordance with the provisions of
Section 00800.

3. Sidewall and Bench Excavation
A. Excavate to contract limits, elevations and slopes except as otherwise directed herein. Remove
remaining loose rock from excavation sidewalls from base, to upper elevation limit. Establish ditch
lines and contours from base of excavation to top of bench as designed.
B. Remove loose material from top and face of 10-foot wide bench. Delete bench from areas defined
in Attachment 2 to this Work Change Directive; slope ends of bench to drain into ditch lines
established at base of excavation.
C. Change finish-grade slopes of sidewalls in soil areas on North and South of excavation, to slopes
and contours indicated on Attachment 2 to this Work Change Directive.
D. Final grading, surfacing and cleanup shall be as originally specified unless altered by this, or a
subsequent, Work Change Directive.

WCD # 1 - Chan~e in Contract Time
Chronological Timeframe:
06/25/03: Determined site conditions not per Contract. A site meeting took place on
this date. Corrective action was agreed to pending issuance Of a Work Change
Directive.
06/27/03: A faxed copy of Work Change Directive # 1 was received by the afternoon
of 06/27/03. WCD # ! recognized that a solid native rock mass will not be
encountered and provided direction to MCG relative to foundation excavation and
construction and completion of excavation sidewall. MCG immediately started work
to implement these requirements. The additional work mandated by WCD # I for
which additional compensation is requested is documented by Daily Force Account
Reports signed by the City of Bremerton Site Representative for the dates of June
27, July3, July7, July 8, and July 14 respectively and by a Material Delivery Ticket
dated July 28.
Work activities required by WCD # 1 were established by mutual agreement
between the MCG and City of Bremerton site representatives.
07/03/03: WCD # 2 was subsequently issued requesting that MCG cease trenching
for the reservoir inlet piping and develop a design for placing the inlet piping above
the reservoir floor.
Summary: As a result of WCD # 2 the provisions of WCD # 1 could not be
completed until a revised inlet piping design was completed and approved by the
City of Bremerton, materials procured, fabricated, and installed by MCG. The
schedule impacts and Change in Contract Time for WCD # I are therefore limited
to July 3, when WCD # 2 was issued. Note however, some work required by WCD #
1 was completed after July 3.
Accordingly the requested Change in Contract Time for WCD # 1 is limited to the
period from June 25 up to and including July 3 2003 for a total of nine (9) calendar
days.
The Change in Contract Time from July 4 is addressed under WCD # 2.
