1. Meetings: Staffffom KPFF and Art Anderson will a~tend a kick-offmeeting to identity
available sources ofin£ormation for developing the base maps, clarify roles and
responsibilities, finalize project schedule, and set dates for the workshop and review
meetings. Five additional coordination meetings will be held in conjunction with other
meetings. These meetings will be held approximately every other week. KPFF will prepare
meeting minutes and distribute them to all attendees and key stakeholders.
2. Data Collection, Document Review, and Base Map Preparation: Develop base maps from
existing City, Kitsap Transit, Washington State Ferries (WSF), and US Navy maps, as-builts,
utility system plans, and other readily available information. Conduct a document search to
obtain and review existing information about subsurface soil conditions, and possible soil
contamination. Review City of Bremerton's Comprehensive Plan, NEPA/SEPA and other
permit documents for the Transportation Center and SR 304 projects. Create a list of all
documents and information collected.
3. Conduct Initial Workshop: The City will identify and invite key stakeholders to a 4-hour
design workshop. The purpose of the workshop is to bring all stakeholders together, hear
their concerns and issues, discuss the functional and operational needs of the tunnel, address
streetscape requirements, obtain input on the design criteria, identify three possible tunnel
alignments and one surface route, define screening elements, and develop a draft evaluation
criteria. KPFF will:
· Attend preworkshop coordination meeting with the City of Bremerton to finalize
agenda and confirm what graphics will be needed.
·Prepare graphics. We have assumed the following graphics will be necessary:
* Large scale area map at 1-inch = 50 feet.
* Profiles for three proposed alignments, typical sections, design criteria board, and
design issues/impact board.
· Facilitate the workshop. A coordination meeting will be held following the
workshop.

Scope of Work
Project No. __
Participants from the K_PFF team will include 4 staff from K_PFF and ! person from each of
the following subconsultant disciplines:
· Ventilation HNTB
· Utilities and Traffic Art Andersen
· Urban Design MacLeod/R¢ckord
· Environmental/NEPA/SEPA Huckell/Weinman (H/WA)
The results of the workshop will be summarized in a memorandum.
4. Prepare Purpose and Need Statement and coordinate with the City, WSF, Washington State
Department of Transportation (WSDOT), and Kitsap Transit to establish the functional and
operational requirements, and define design criteria. In addition to defining the design
vehicle, number of lanes, design speed, and posted speed, we will address ventilation and
security requirements, surface street channelization, streetscape criteria, traffic control, and
business access during construction. To define the ventilation criteria, the consultant team
will conduct a code review, develop, and perform CO pollutant concentration modeling. A
draft of the complete design criteria will be submitted for City, State, and Federal review.
The finalized design criteria will be included in the Technical Memorandum.
5. Conduct alternatives screening analysis for one at-~ade and three below-~ade alignments.
The goal of this task is to screen alternatives in order to identify whether alternatives
potentially could have adverse impacts or could be adjusted to avoid impacts. This task will
help refine conceptual alternatives to avoid kno~vn constraints, will help eliminate infeasible
alternatives, and will provide input to a subsequent environmental assessment. Based on the
results of the workshop, and in consultation with the City, finalize the four alternative
alignments and screen them to identify constraints. The screening criteria will be finalized
jointly with the City and selected stakeholders. Environmental constraints will be identified
in the following areas: earth, air quality, acoustics, vibration, aesthetics, parks/open space,
wetlands/fisheries/plants and animals, displacements/economic impacts, historic/cultural/
archeological impacts, water quality, land use, utilities, traffic and transportation, and
hazardous materials. Constraints will be described and mapped where appropriate.
Identification of known constraints will be based upon readily available data from records
checks, existing documents, and site walks. The City will provide traffic data for use in
documenting the transportation element. Alternatives will be mapped with constraints in an
iterative process. Alternatives will be adjusted where feasible to address constraints. A
coordination meeting will be held mid-way through the screening analysis to update City
staff.
6. In collaboration with the City, finalize the evaluation criteria and rank alternatives. Results
of the screening analysis will be documented in a technical memorandum.

listed in this AGREEMENT or subsequent written authorization(s) from the AGENCY shall be utilized for
the life of the AGREEMENT. The rates are inclusive of direct salaries, payroll additives, overhead, and fee.
In the event renegotiation of the hourly rates is conducted, the AGENCY reserves the fight to audit for any
change in the overhead rate currently in use by the CONSULTANT and modify the hourly rates to be paid to
the CONSULTANT subsequent to the renegotiation accordingly. Any changes in the CONSULTANT'S
fixed hourly rotes may include salary or overhead adjustments.
2. Direct Nonsalary Costs
Direct nonsalary costs will be reimbursed at the actual cost to the CONSULTANT. These charges may
include, but are not limited to the following items: travel, printing, long distance telephone, supplies, computer
charges, and fees of subconsultants. Air or train travel will only be reimbursed to economy class levels unless
otherV~se approved by the AGENCY. Automobile mileage for travel will be reimbursed as the current rate

AGENCY employees. The billing for nonsalary cost, directly identifiable with the PROJECT, shall be an
itemized listing of the charges supported by the original bills, invoices, expense accounts, and miscellaneous
supporting data retained by the CONSULTANT. Copies of the original supporting documents shall be
supplied to the AGENCY upon request. All above charges must be necessary for the services provided under
this AGREEMENT.
3. Management Reserve Fund
The AGENCY may desire to establish a Management Reserve Fund to provide the Agreement Administrator
the flexibility of authorizing additional funds to the AGREEMENT for allowable unforeseen costs, or
reimbursing the CONSULTANT for additional work beyond that already defined in this AGREEMENT.
Such authorization(s) shall be in writing and shall not exceed the lesser of $50,000 or 10% of the Total
Amount Authorized as shown in the heading of this AGREEMENT. The amount included for the
Management Reserve Fund is shown in the heading of this agreement. This fund may be replenished in a
subsequent supplemental agreement. Any changes requiring additional costs in excess of the "Management
Reserve Fund" shall be made in accordance with Section XIV, "Extra Work."
4. Maximum Amount Payable
The maximum amount payable for completion o£work under this AGREEMENT shall not exceed the amount
shown in the heading of this AGREEMENT. The maximum amount payable includes the Management
Reserve Fund, but does not include payment for extra work as stipulated in Section XIV, "Extta Work." No

5. Monthly Progress Payments
Progress payments may be claimed on a monthly basis for all costs authorized in 1 and 2 above. The monthly
invoices shall be supported by detailed statements for hours expended at the rates established in Exhibits D and
E, including names and classifications of all employees, and invoices for all direct nonsalary expenses. To
provide a means of verifying the invoiced salary costs for the consultant's employees, the agency may conduct
employee interviews. These interviews may consist of recording the names, titles, salary rates, and present
duties of those employees performing work on the project at the time of the interview.
6. Inspection of Cost Records
Thc CONSULTANT and his/her subconsultants shall keep available for inspection by representatives of thc
AGENCY, STATE, and the United States, for a period of three years after final payment, the cost records and
accounts pertaining to this AGREEMENT and all items related to or bearing upon these records with following
exception: if any litigation, claim, or audit is started before the three-year period, the records shall be retained
until all litigation, claims, or audit findings involving thc records have been resolved. Thc three-year retention
per~od begins when the CONSULTANT receives final payment.
7. Final Payment
Final payment of any balance due the CONSULTANT of the gross amount earned will be made promptly
upon its verification by the AGENCY after the completion of the work under this AGREEMENT, contingent
upon receipt of all PS&E, plans, maps, notes, reports, and other related documents which are required to be
furnished under this AGREEMENT. Acceptance of such final payment by the CONSULTANT shall
constitute a release of all claims for payment which the CONSULTANT may have against the AGENCY
unless such claims are specifically reserved in writing and transmitted to the AGENCY by the
CONSULTANT prior to its acceptance. Said final payment shall not, however, be a bar to any claims that the
AGENCY may have against the CONSULTANT or to any remedies the AGENCY may pursue with respect
to such claims.
The payment of any billing will not constitute agreement as to the appropriateness of any item and at the time
of final audit, all required adjustments will be made and reflected in a final payment. In the event that such
final audit reveals an overpayment to the CONSU'LTANT, the CONSULTANT will refund such overpayment
to the AGENCY within ninety (90) days of notice of the overpayment. Such refund shall not constitute a
waiver by the CONSULTANT or any claims relating to the validity of a finding by the AGENCY of

Subcontracted Work
Project No.
KPFF has included the following subconsultants on our team. A brief description of the services
each firm will provide is listed after their name.
· Hart Crowser: Conduct document search of subsurface soil information. Based on
existing reports, identify existing soil conditions and assess potential for encountering
contaminated soils.
· HNTB: Will provide input to the alternatives screening analysis for tunnel ventilation
requirements. They will evaluate NFPA 502 life-safety criteria concerning ventilation
systems, prepare a description of infrastructure requirements for ventilation, conduct CO
pollutant concentration modeling, participate in the half-day workshop, and prepare a
preliminary order-of-magnitude estimate of probable cost for a mechanically-ventilated
system alternative.
MacLeod/Reckord: Attend the workshop to provide input on urban design and
streetscape issues.
· Art Andersen & Associates: Provide support for data collection efforts. Prepare the base
maps and address the utilities, traffic control during construction, and business access
elements of the screening analysis. Help establish the functional and operational
requirements, and coordinate with WSF and Kitsap Transit. They will also attend
coordination meetings and the half-day workshop.
· Huckell/Weinman: Will lead the effort to identify potential environmental constraints
and define the relationship of those constraints to the alternatives. The objective of their
work is to ensure that alternatives are screened in sufficient detail to identify whether an
alternative potentially could have adverse impacts, or could be adjusted to avoid impacts.
They will attend the workshop and one coordination meeting with key stakeholder to
review results of the screening analysis. They will lead the efforts to prepare a technical
memo documenting environmental constraints.
