SUMMARY: Passage of the Municipal Water Law in 2003 provided water utilities with more
flexibility in the exercise of water rights while also establishing water use efficiency requirements. In
response, the Washington State Department of Health is developing regulations requiring the
governing body of water systems to establish water efficency goals by July 1, 2007. These goals are
to be established through a public process in conjunction with the water system's
Water System Plan. Bremerton is developing its goals at this time to coordinate with the current
Water System Plan Update adoption.

FISCAL IMPACTS (Include Budgeted Amount): The Bremerton Water Utility plans to increase
annual expenditures for water efficiency outreach by approximately 0.25 FTE. and $2,00Q for a total ~ W
