SUMMARY: Water system planning is essential for the Bremerton Water Utility to meet forecasted
increases in water demands. The Water System Plan identifies present and future drinking water
needs and describes a means to meet those needs in a manner consistent with federal, state, and local
laws. State regulation (Washington Administrative Code 246-290) requires public water systems to
prepare a Water System Plan every six years. The 2005 City of Bremerton Water System Plan
Update meets these requirements.

FISCAL IMPACTS (Include Budgeted Amount): The Water System Plan includes a 20-year Capital
Improvement Plan for the Water Utility estimated to cost $48 million. Improvements needed to
