SUMMARY: To ensure that comprehensive plans remain relevant and up to date, the Growth
Management Act requires each jurisdiction to establish procedures whereby amendments to the plan
are considered by the City Council (RCW 36.70A.130(2)), and limits these amendments to once each
year. As currently drafted the Chapter 20.10 of the BMC limits plan amendments to a biennial
process, with amendments allowed in even numbered years only.
Staff believes that limiting ourselves to a biennial process is too restrictive and therefore desires to
amend the BMC to be consistent with State law. The proposed ordinance amends Chapter 20.10 of
the BMC to allow for an annual amendment process for the Comprehensive Plan.
