SUMMARY: The building currently housing the Bremerton Municipal Court has been sold requiring
the Court to vacate its current location on or about February 16, 2007. The Court plans to move to its
new location on or about February 12, 2007. However, the new location requires remodeling and
modification. In order to make sure that the Court is able to move into its new location on time, and
that there was no impact to the proper performance of essential City functions, a proclamation of
emergency was signed by the Mayor waiving the bidding requirements. City Council must now ratify
that action.

RECOMMENDED MOTION: Move to ratify and confirm the Mayor's proclamation of
emergency, finding that there is an emergency and authorizing the City of Bremerton departments to
enter into contracts and incur obligations necessary to ensure that the required modifications to the
building where the Bremerton Municipal Court will be located are accomplished in time for the
