SUMMARY: Approval of KPS 2007 Rates and Underwriting criteria and authorization of formal
execution of the 2007 contracts between the City and Kitsap Physicians Service (KPS) for employee
group health insurance coverage by the Mayor. The new rates,which were negotiated on our behalf
by our benefits consultants, Willis of Seattle, reflect a 16.94% rate increase above 2006 levels.
ATTACHMENTS: KPS 2007 Premium Rates & Underwriting Criteria.
FISCAL IMPACTS (Include Budgeted Amount): The 2007 Budget has adequate budgeted funds in
personnel benefits for this rate increase.

criteria between the City and KPS, and authorize the Mayor to finalize and execute the contracts with
substantially the same terms and conditions as presented.
