WA 98104-2228 November 16, 2006 rei 2066239646 fax 206.6239658 Mr. Gary Sexton City of Bremerton Department of Economic Development 345 6th Street, 5th floor Bremerton, WA 98337 Re: Bremerton Harborside Museum Addition - City of Bremerton Revised Structural Engineering Proposal Dear Mr. Sexton: Weare pleased to submit the following proposal to provide structural engineering services for the proj ect mentioned above. 1. Project Description It is our understanding at this time that the proposed new addition to the existing building #50 located at Port of Bremerton, Washington has an approximate footprint of 3000 square feet as shown in the architectural drawings by RDG Planning & Design (Architect of Record) and Kirkham Michael (Structural Engineer of Record) dated 06/30/2006. The new building has a full concrete basement level and two floors above ground with steel braced frames as the lateral resisting system. Synergy Construction, Inc. (Contractor) recently recommended design revisions as a result of their value engineering study to reduce construction cost. In addition, Exeltech has briefly reviewed the original structural design, which resulted in reservations on the structural adequacy of several items within the current system. Based upon the City of Bremerton's recommendation, Exeltech held a conference call with RDG on October 27, 2006 at 2:00pm to convey design concerns. During this call, RDG insisted that their design remains adequate. This proposal is being provided in response to the City of Bremerton's request that Exeltech provide structural design services to correct identified inadequacies contained within the Architect and Engineer of Records' original design and incorporate cost reduction measures recommended by the Contractor. It is assumed that the type of construction, the main gravity and lateral systems, will be kept the same as before with minor alterations as required by the Contractor. It is our understanding that there are seismic joints between the new and existing buildings so that the two building will behave independently to each other. Our responsibility and liability will be limited to the design revisions made by Exeltech, which will include minor structural alterations and improvements on the new building only. Exeltech' s involvement will consist of providing final design for cost reduction. II. Engineering Services Exeltech Consulting, Inc. proposes the following scope of services for this proj ect: A. Design Phase 1. Full gravity and lateral study of the building and foundation system and consequent designs as required to correct identified inadequacies and provide system integrity, while reducing the cost of construction. Engin~t'ring SolUtions for /\ C!/an!]ing \A/()(jd ffi i\tttOrl . ~,~ 11101/2006 Bremelton Harborside Museum 2. Attend up to three (3) coordination meetings. 3. Engineered Calculations: Gravity and lateral design calculations and computer analysis output will be provided to document the structural design, as related to our scope of services, in accordance with applicable building code and user requirements. Our design will follow the recommendations of the 2003 International Building Code. 4. Engineered Drawings: AutoCAD drawings and general notes will be provided to the project architect for bid and construction submittals. Based on past projects, we anticipate that ten (10) 36x42 drawing sheets will be required in accordance with the following schedule: SO.1 General Notes S2.1 Foundation Plan S2.2 151 Floor Framing Plans S2.3 2nd Floor Framing Plans S2.4 Roof Framing Plan S3.1 Braced Frame Elevations SS.1 Foundation Details S5.2 Floor Framing Details S5.3 Roof Framing Details S5.4 Miscellaneous Details 5. Our scope of services for this phase does not include: Drawing reproduction, except for in-house use Soils Investigations Design for poor soil conditions that require unique foundation configurations (e.g. pile suppOliS) Design of temporary excavation shoring Alterations on the existing building #50 Construction support/administration Ill. Assumptions for Engineering Services 1. This proposal is based on information presented in the drawings received on 06/30/2006, as provided by RDG Plamling & Design (Architect of Record) and Kirkham Michael (Structural Engineer of Record). 2. It is assumed that the project Architect or the Contractor will provide base drawings in electronic format (AutoCAD 2004 or earlier editions) for our use. Drawings provided would include but are not limited to; floor plans, elevations, site plans, survey drawings, and any other information pertinent to the engineering design. . 3. Exeltech Consulting, Inc. will provide stamped calculations and drawings for revised design elements only. 4. The complete re-engineering will be completed in roughly 2 months once we obtain the authorization. During this time, we will be as responsive as possible to keep the construction moving as requested by the Contractor. 5. The number of drawing sheets identified in Section IT is representative of the assumed level of effort for this project. 6. This proposal assumes engineered stamped calculations and drawings for a one-time only performance of services. Significant revisions to the plans that require a change to completed engineering work shall be considered additional service and billed according to our current hourly rate at the time services are rendered. Page 2 of 6 ~ Eo ;r;: '" \ ! € C n 11/01/2006 Bremetton Harborside Museum 7. Exeltech will only be responsible for minor modified design elements identified and included within our scope of work. We do not take responsibility for the adequacy of any other original design elements performed by RDG Planning & Design and Kirkham Michael, and assume this design to be sufficient. 8. This proposal assumes continuous working progress from the start of design through submission of construction documents. If development is put on hold for more than twelve (12) contiguous months after the notice to proceed, this fee proposal will become subject to budget increase and renegotiation prior to reactivation, and the current rate schedule for the reactivation period will prevail. All fees for services provided prior to proj ect being put on hold will be due upon receipt of invoice but paid within 30 days to avoid interest penalties. Renegotiation may include, but will not be limited to, the assessment of a restart fee and adjustment of all remaining design and construction budgets. IV. Engineering Fees Having evaluated the scope of work for this project, we propose that Exeltech Consulting, Inc. will perform the engineering services, as outlined in this document, for the following amounts: II Final Redesign for Cost Reduction: Actual Time and Materials in accordance with the attached fee schedule, estimated at $24,868.00 A Budget Spreadsheet, titled "Bremerton Harborside Museum Addition 11-15-06.xls" is attached to support this fee estimate. This engineering estimate spreadsheet has three (3) tabs and includes a work breakdown structure, general level of effort, personnel groups, calculated fee and estimated non-labor direct expenses.
