SUMMARY: The City manages Bremerton Kitsap Access Television ("BKA T") - providing Public,
Governmental, and Educational (PEG) Access Television for the City of Bremerton and for Kitsap
County. The current PEG Funding agreement with the County which was executed on January 11,
1999 and as subsequently amended and extended, has now expired and is in need of replacement.
Staff is recommending the City Council approve execution of a new Interlocal Agreement with the
County that provides BKA T with a pass through of a portion of the County's cable franchise PEG
Access Revenues in the total amount of$163,500 to fund specified BKAT capital expenditures over
the next five year period. Payments will be made as follows: $86,500 immediately upon execution of
this agreement, $44,000 in January 2009, and $33,000 in January 2010. All funds are to be used for
capital purchases as described in Addendum A to the agreement.
ATTACHMENTS: Discussion Memorandum and Interlocal Agreement
FISCAL IMPACTS (Include Budgeted Amount): Provides revenues to the Public Access Television
Fund to support capital costs.

Move to approve the Interlocal Agreement between Kitsap County and the City of Bremerton for
Public Access Television Funding and authorize the Mayor to finalize and execute the agreement in
substantially the same form as presented.
