service in the downtown area.

SUMMARY: The Information Technology Division has solicited proposals to provide a free public
wireless internet service for the downtown area, so as to provide an additional economic boost to that
area. Wave Broadband provided the lowest cost, responsive proposal. The cost to provide the
infrastructure is $48,250 and it is anticipated that there will be a monthly operating cost of $2,025. It
is anticipated that the operating cost for the remainder of2006 will be $6, 075. Commencing in
January, 2007, staffwill be working to have the operating costs met or partially met by sponsors in
exchange for an advertising presence on the Splash Page of the service. This item was not budgeted
for in 2006 and a budget adjustment will be required to implement.

RECOMMENDED MOTION: Move to approve a contract for provision of wireless internet service
in the downtown area with Wave Broadband and authorize the Mayor to finalize and execute the
agreement with substantially the same terms and conditions as contained in the proposal, and amend
the 2006 Budget for Information Technology, authorizing additional expenditures of$54,325 and a
corresponding General Fund Transfer.
