That the City Commission is cognizant of the fact that said Agreements will, after the termination of the National Defense Emergency, throw considerable burden on the tax paye~s of the City of Bremerton because of the fact that the payment of per occupied housing unit will be discontinued, 2. That the City Commission is further cognizant of the fact that the increase of po~:ulation due to taking the areas in consideration into the city limits will re~ire considerable e~ense in connection with police and fire protection, and that the funds which will eventually be paid in lieu of taxes under said Agreement will not be available in cash at the time it will be necessary to make cash outlays for fire and police protection, 3. That the City CoNm~ission is cognizant of the fact that considerable expendi- tures will be occasioned ~y the C~ty of Bremerton in connection with furnishine street lights, sewer services, water services and other municioal services to the inhabitants of the area in ~uestion, 4. That the City Commission of the City of Bremerton has called these facts to the attention of persons representing the Federal Government in connection with the administration of the projects in ~uestion, and have been informed that the City of Bremerton has received more consideration and has been given more assistance in connection with these projects than any other city in the United States of ~unerica has received in connection with any si!~ilar projects, 5. That pressure has been brought u~on the members of the City Commission from various Federal Agencies, including intimation ti:at an effort would be made to have the United States Navy bring pressure on the City Commission as bein~ unmindful of the National Defense Emergency, 6. That the City Commission realizes that it is essential to National Defense that adequate housing be furnished to workers in the Puget Sound Navy Yard and their families, and has been directly informed that such housing would not be furnished unless such Housing Projects were taken into the city (by wire from John M. Carmody, Administrator, Federal ;~orks Agency, which wire, together with the reply of the City of i~remerton, is hereto attached and made a part o[' this resolution,) ?. The members of the City Commission feel that under the circumstances the City Cor~ission has done its utmost to protect the people of the City of Bremerton and at the same time to carry out its duty to the United States of America in this honr of National Emer~,,'ency and has acceded to the demands of the National Government in executin~ the Agreements in connection.
