Section 1. That the oublic interest requires the roll.n:: improvements
to be made.
Section 2. That it is the intention of the city council of the City of
Bremerton to order the imoro~ment of

together with the doing of any and all other work in connectionthere~ith as may be
necessary to make such improvements a comolete job, ali. in accordanc? with plans and
specifications to be placed on file in the office of the City Clerk in the City of
Bremerton, reference to which is hereby made for aurther particulars.
Section 3. The City Engineer of the City of Bremerton is hereby directed to
submit to the ,City Council at or prior to the date fixed for hearing protests to said
improvements, t e estimated cost and expense of such an improvem~,nt, and a statement
of the oroportionate amount thereof, which should be borne by theDropertyv~thin the
orooosed assessment district, and a statement of the aggregate assessed valuation of
the real estate, exclusive of impEovements, within such prooosed district, a~cording
to the valuation last placed upon it for the purpose of a eneral taxation, together
with a diagram or plan showin thereon the lots, tracts, and parcels of land and othe~
propertymhichwill be specially benefite~ thereb and the estimated amount of the
cost and expense of such impro~ements to be borne bM such lot, tract or parcel of
land or other property.
Section 2. That the cost and ex~nse of said imorovement to be borne by
said improvement district ~nd exclusive of any portion borne by either the S~tate of
~.?ashin ~ton or other ~overr~ment a~ency, shall be assesse.d a~ainst said property
included in said improvement district in proportion to said area, except certain
units wherein the special benefits conferre~ upon the prooerty are not fairly
reflected by the use of the termini and zone m~thod, the assessment shall be made
against the property of th~ district or any certain unit ~vithin the district in
accordance ~rlth the special benefits it vrill d~srive from the improve~nent without
re~ard to the ?,one and termini method, and in accordance vrith the provisions of
Section 9365 of Remington's ,rievised Statut,~s of the State of '~.fashin?on, the
remainder of said cost of the improvement to be paid for by arrangement, if any,
with either the State of V~ashin:;ton or other government a~ency~
Section ~. The City Clerk be and he is hereby directe,1 to ive notice of
the date of such hearin to each owner or reputed owner of any and all lots,
tracts, or parcels of ..land, or other property, specially b~nefited by the improve-
ment, by mailing to the ~vner or reputed owner of the prooert~ as shown on the
tax rolls of the County Treasurer, at the address shown thereon, a notice sSttin~
forth the nature of the proposed improvements, the t~tal estimated cost and the
estimated benefits to the particular lot, tract or parcel, and the date of the
hearinf before the City Comm~:.ssion at least 15 da.rs before the date fixed herein
for such hearin[,;.
