HomeMy WebLinkAbout635 SOLU ION NO. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BRE~TON STATE OF WASHINGTON, AS FOLLOWS: 1. To petition the Congress of the United States to trans- fer Housing Project WASH. 45-043 with 240 units, known as Westpark Addition, from the Public Housing Administration to the Housing Authority of the City of Bremerton. REASONS ~hen the Housing Authority program was initiated in Bremerton, washington, to provide housing for national defense workers and naval personnel, the Bremerton Housing Authority acquired a triangular piece of ground containing approximately 101 acres for its first housing project now known as WASH.3-1 or Westpark. Early in the program the United States bought from the Local Authority a tract of ~pproximately 28 acres out of this triangular area for WASH. 45-043. The architectural master plan for the dwelling units in both Projects was laid out and the housing constructed, treating the triangular area as a physical unit, although 600 of the 840 units were constru~ted by the Bremerton Housing Authority under ~ublic Act 671, and 240 units were constructed somewhat later by the United States under the Lanham Act, Public 849. The plans and installations for streets, sewerage, elec- tricity, gas, water and all utilities constitute one integrated system, so that the240 dwelling units of WASH .45-043 are completely dependent upon the WASH.3-1 sewage pumping plant, its electrical system, its gas system, and its water system for service, j Thus WASH. 45-043, while separated from WASH.3-1 by owner- ship and the source of its funds is actually a small portion of an economic a~d architectural unit. To attempt to divorce WASH.3-1 and WASH. 45-043 for the purposes of separate operation or sale of the latter is to perform an amputation, and furthermore it would deprive this community of much needed public-housing. --l-- At the present time the public housing in Bremerton has been reduced fifty per cent. The United States Navy is now acquiring Housing Projects WASH. 48-044, 48-047, 48-048 (Eastpark), the second project constructed under the agency of the Bremerton Housing Authority, containing $60 dwelling units. The Bremerton Housing Authority is now housing 1,004 navy families with 900 m~ e soon to be added, plus 300 low-income families. Project WASH. 3-1 with its 600 units will not be sufficient to meet the need and private housing is not available. It is ver~y necessary that the Bremerton Housing Authority be permitted to retain and operate both WASH. 3-1 and WASH. 45-043(Westpark and Westpark Addition) w&th their total of 840 units as an economic integral unit, if adequate public housing for enlisted personnel and lc~-income families is to be provided. 2.
