authorized ~d directed to give notice of the tine and place of said
hearing to all persons who '-%ay desire to object to such assesment
roll to ~zake such objections in writing and file the sa~;te with the
City Clerk at or prior to the date fixed for such hearing, by
written notice to the owner or the reputed owner of the different
properties whose naq~e avpears upon said assess~ent roll, by mailin~
a notice thereof at least fifteen (15) days before the date herein
set for such hearinc~ to such owner or reputed owner at the address
of such or;ner as sho~'~n on the tax rolls of the County Treasurer for
tho property described on said list ~d shall further ~ive notice of
such hearin~ by publishing such notice at least five (5) times in
tho official news~apcr~ tb~ last vubtication of which shall be at
least fifteen (15] daT?s prior to the date herein fixed for said
