-'~:ER~o, the budget for the calendar year contains no ap-
propriations in the water supply departraent for operation of
heavy equipment, there being no such equipment in operation at
the time said ~dget was adopted, and
~RE~, said dep~tment ~w operates such equipment and
special skill is required for such operation, and
~EJ~, ~ll other departments of the city, including the
~fat~r Distri~tion Department,pay an additional 20 cents per
:~ou~ for labor ~hile such equi~m~nt is being operated, a~ it
is necessary for the city to pay this additional compensation
in order to retain competent operators,

System Water Department ~dget.
