~E !T R,"~OLV~]D BY TY~ CITY COUNCIL OF T~E CITY OF ~t~E~'TON:
Section 1. That the m~blic interest requires the follovdn: improvements
to be made.
Section 2. That it is the intention of the city council~ of the Cit~ of
Bremerton to order the imorovement of
~eventh Street between Ol~ic A~e ~d ~iMer Avenue
by cle~i~, g~bbi~, gra~ for ~ co~t~ction of ~' concrete sidewalks,
concrete c~bs ~d ~tters ~ pro~ for ~ai~e,
to.<ether ~tb the doing of any and all other work in connection therewith as may be
necessary to make such improvements a complete job, all in accordance with plans and
specifications to be placed on file in the office of the C-it¥ Clerk in the City of
Bremerton, reference to which is hereby made for f'urther particulars.
Section 3. The City Engineer of the City of Bremerton is hereby directed to
submit to the City Council at or ~rior to the date fixed for hearing protests to said
improvements, t e estimated cost and expense of such an improvement, and a statement
of the oroportionate smount thereof, which should be borne by the property v~thin the
nroDosed assessment district, and a statement of the aggregate assessed valuation of
the real estate, exclusive of improvements, within such proposed district, a'~cording
to the valuation last placed upon it for the purpose of a eneral taxation, together
with a diagram or plan showin thereon the lots, tracts, and parcels of land and othe]
property which will be specially benefite~ thereb and the estimated amount of the
cost and expense of such improvements to be borne b? such lot, tract or parcel of
land or other property.
Section h. That the cost and ex'::mnse of said improvement to be borne by
said improvement district ~nd exclusive of any portion borne by either the State of
'[ashin ~ton or other f4overnment a?ency, shall be assessed a!~ainst said property
'included in said impro~rement :listrict in proportion to said area, except certain
units wherein the special benefits conferre'.~ upon the ~ro~erty are not fairly
refl~ct~:~d b~z the us~ of t]~e te~ni and zoae method, the assessme~t si,ail be made
a(aix',st the ~ropert)~ of th.a Jistrict or any certain unit v.~thin the district in
accordance with the s~ecial benefits it will derive from the improvement ~dthout

Section 9365 of P~emington's !ievised Statut:~s of the State of 'Vashin:ton,the
remainder of said cost of the imorovement to be ~aid for by arranTement~ if any,

Section 5. The City Clerk be and he is hereby directe~ to ire notice of
the date of such hearin to each owner or reputed m~er of any and all iots~
tracts~ or p~cels of .land, or other property, soecially b~-}n:~fitcd b? the improve-
ment, by mailin~ to the owner or reouted ovmer of the prooert~ as sho~'m on the
t~ rol].s of the Count~ Treasurer, at the address sho~ thereon~ a notice s$ttin~
forth the nature of the ~rooosed ~provements~ the t6tal estimated cost and the
estimated b.sne[its to the particular lot~ tract or parcel, and the date of the
hearin' before the City Comm-:ssion at least 15 da~s before th.a date fixed herein
for suc~ hearing:.
