to~<ether with the doing of any and all other work in connection therewith as may be
necessary to make such improvements a comol.ete job, all ~n accordance with plans and
specifications to be olaced on file in the office of the C-;t¥ Clerk in the r]ity of
Bremerton, reference to which is hereby made for ~urther oarticulars.
Section 3. The City Engineer of the City of Bremerton is hereby directed to
submit to the City Council at or prior to the date fixed for hearing protests to said
improvements, t~e estimated cost and exoense of such an improvement, and a statement
of the oroportionate amount thereof, which should be borne by the propertyv~thin the
orooosed assessment district, and a statement of the agEregate assessed valuation of
the real estate, exclusive of improvements, within such oroDosed district, a'~cording
to the valuation last placed upon it for the purpose of a Weneral taxation, together
with a diagram or plan showin thereon the lots, tracts, and parcels of land and othe~
property which will be specially benefite ~ thereb~ and the estimated amount of the
cost and expense of such impro'~ements to be borne b~? such lot, tract or oarcel of
land or other property.
Section 2. That the cost and ex~:~nse of said improvement to be borne by
,s~raid improvement district ~.nd ~clusive of any portion borne by either the State of
!ashin :ton or other ~overnmenf a::'tenc¥, shall be assessed af~ainst said property
included in said impro~rement district in proportion to said area~ except certain
units wherein the special benefits conferre~, upon the Dro~ertv are not fairly
reflected by the use of the termini an,] zone method, the assessment s~tall be made
a,~ainst the property of the .Jistrict or any certain unit ~,rithin the .,district in
accordance ':~ith thc special benefits it will d~rive from tbs improvement without
re lard to the zone and termini method, and in accordance vrith the provisions of
Section 9365 of I[emington's Itevised Statut.~s of the State of 'fashin%on, the
remaJ_ndcr of said cost of the improvement to be paid f.3,~ by arran [ement, if any,

Section 5. The Oity Clerk be and be is hereby ~irec. te~, to ~'ive notice of
the date of such h~arin to eacl~ owner or reputed ovmcr of any and all lots,
tracts, or parcels of ,.land, or other property, s~ecially b~-~nefited b? the improve-
ment, by mailing to thc m'rner or reputed ovmer of the proDert~ as sho~m on the
tax rolls of the County Treasurer, at the addr~ss shovrn thereon, a notice s~ttin?
forth the nature of the proposed improvements, t]:e tStal estimated cost and the
