the time and place of the heari~ upon said assessment roll; and,

a~d directed to si~e notice of th~ t~e ~d place of said hearing to all
eersons ~ho may have desire to object to such assessment roll to make such
objections in vm~iting &md file the s~e ~th the City Clerk at or prior to
the date f~{ed for such he~ing~ by ~itten notice to the o~mer or the reputed
'o~mer of t;~e different properties whose n~e appe~s upon said assessment roll
by mailin~ a no%ice thereof at least fifteen da~ before N~e date herein set
for such he,ins to such o~mer or reputed o~mer at the address of such
~s shovm on the tax rolls of the Co~ty Treas~er for the property described
oa said list ~d shall f~ther give notice of such heari~ by publishing such
notice at least fi~e (~) tl_mes in the official newspaper, the last publication
