That it is the intention of the City Council of the City of Bremerton to order the ~rovement of the alley in Block 7 of V~illi~ Bremers First Addition, between Naval Avenue ~d He~tt Avenue, by the construction concrete of 6 inch %hick ~ fcc% ?~e/~ley pavement, %o~e%he~ ~%h %he doin~ of ~nd all other womk in connection %heme~%h as may be necess~ %o make such ~aprovemen% a complete 3ob, all in acco~d~ce 7~%h %he plans ~ specifications %o be ~laced on file in %he office of %he City ~lerk of %he City of B~eme~%on ~eference %o v~hich is he~eb! made fo~ f~%he~ particulams. Sec%ion 3. Section ~. That the cost ~d e~ense of said ~provement to be borne by said ~provement district ~d exclusive of ~y portion borne by either the State of ¥/asnin~ton or other gover~nent~ agency~ shall be assessed against said pro]~erty included in said ~provement ~strict in proportion to said area, except '~.;herein %he special benefits eo~erred upon the property ~e not fairly reflocted b2r the use of the term~i and zo~ method~ the assessment shall be made bene.~., os it against the ~ prope~ ~y of the ~istric% in a~cordance v~_th the special vf_ll derive fron the ~proveTaent %~%hout rearward to the zone and %e~nini metnoi and in accordance ~Tith tile provisions of Section 936~ of Remington's i[e¥ised sta~u~o o;[' the State of ,iashington, the remainder of said cost to be paid for by arrsm~ement if any, ~with either the State of Uashington or other g overm~ental a~ency. Section ~. That the City Clerk be and he is hereby directed to give notice of the date o,2 such hearing to each ovmer of reputed ovmer of any and all lots, tracts, or p~rce!s of land or other property specially benefited by the improve- ment by mailing to the o~Tner or reputed o~Taer of -the property as shovm on the tax rolls of the county treamzrer, at the address shovm thereon, a notice setting forth the nature of the proposed improvement~ the total estimated cost and-the estimated benefits to the particular lot, tract~ or parcel, and the date of %] e hearing before the Cit~.~ Council at least 1~ days before the date fixed herein for such heari~. Section 6. That ':iedmesday the 5rd day of September, 19~2, at 1!:00 o'clock A.?(~.~ D.S.T., o£ said day- be and the same is hereby fixed as the date of hearing protest against said improvements by any persons interested 'therein; and the City Clerk be and is hereby authorized ~d directed to publish a copy. o£ this resolution in the official newspaper of said city £or at least two successive issues, the first issue to be at least 1~ days prior to the date herein fi~ed for said l~earing~ smd said publication, together v~th the mailing of the notices hereinabove provided to the owners or reputed owners of the lots ~ _ . =or~n, shall be and parce±s o£ land ~ncluded in such improvement as hereinabove set due and legal notice to ali_ concerned in said proposed improvements.
