The C~y of Bromo~on shall not be liable in any manner for argr of the cost or ex-'~r~e of said 5raprov~nto There is hereby established a Sidewalk Construction Fund No. 2, for the above described improvements. Special assessments, payable in three equal installments, as hereinafter provided, shall be assessed to and levied upon the respective lots, tracts and parcels of land hereinabove described in an amount equal to the cost of each separate improvement to the property of which it abuts, and no property shall be assessed or liable for the cost of any other improvement includeded herein. The first installment shall be payable at the office of the City Treasurer thirth (30) days after the date of confirmation of the assessment roll; the second instalhent shall be payable on or before six (6) months from the date of 'the confirmation of the assessment roll; and the third installment twelve (12) months after the date of the confirmation roll. All deferred payments shall bear interest at the rate of 6 percent per annum up to and including the due date of the last installment. Thereafter any unpaid balance shall draw interest at the rate of 12 per cent per annum. The whole of the assessment may be paid within thirty (30) days after the date of the confirmation of the assessment roll without interest. For the purpose of the above described improvements there is hereby created a special fund to be designated "Sidewalk Construction Fund, District No. ~d', into which shall be paid the special assessments hereby authorized as and when collected, as provided by law. For the purpose of paying the cost and expense of said improvements there may be issued by the City of Bremerton sidewalk construction warrants, to be styled "Sidewalk Construction Fund Warrants, District No. 2", each warrant to be numbered consecutively, and bearing interest frcm the date of issuance at the rate of $ per cent per annum. Said warrants shall be redeemable only out of the receipts of the Sidewslk construction fund created by this resolution. In case said improvements are made by contract, said warrants shall be delivered to the contractor in payment of the contract price, or the City of Bremerton may, at its election, sell said warrants and make payment thereof in cash or provide said cash payment from any fund created for that purpose. The sidewalk construction fund warrants herein provided for may be sold by the City Treasurer at public or private sale at not less than their par value. In such event, the proceeds thereof shall be applied in pay- ment of the cost and expense of said improvements. As soon as the City Engineer shall ascertain the cost and expense of said improvement, he shall cause t° be prepared and certified to the City Clerk an assessment roll which shall exhibit in separate columns the name of the owner or the reputed o~vner, as shown on the tax roll of the County Treasurer, of the lot, tract or parcel of land specially assessed, as provided for in paragraph i hereof, and if the name of the owner be unknown~ the word "unknown" shall be written opposite the description of such lot, tract or parcel of land; a brief description by lot and block, or otherwise, of each lot, tract or parcel of land assessed, and the assessment number to each lot, tract or parcel of land. The City Council shall fix a time and place for hearing such assessment roll, as provided by law.
