BE IT RESOLFED BY THE CITY C(DUNCIL OF THE CITY OF BRE~2~TON:.
Section le That the public interest requires the following improvement to
be madee
Section 2e That it is the intention of the City Council of the City of
Bremerton order the improvement of the ~11eys in Blocks I and 6, Dietz's Addition
by Prope~ gradings'base preparation and surfacing with bituminous material together
~ith the doing of any and all other work in connection therewith as may be
necessary to make such improvement a c ~nplete job, all in accordance with the
plans and specifications on file i~ the Office of the City Engineer of the City
of Bremerton, reference to which is hereby made for further particulars.
Section 3. That the City Engineer of the City of Bremerton is hereby directed
to submit to the City Council at or prior to the date fixed for hearing protests
to said improvements, the estimated cost and expense of such improvement, and a
statement of the proportional amount thereof, which should be borne by the property
within the proposed assessment district, and a statement of the aggregate assessed
valuation of the real estate, exclusive of improvements, within such proposed
district according to the vahation last placed upon it for the purpose of a
general taxation, together with the estimated amount of the cost and expense
of such improvements to be borne by the lots, tracts~ or parcels of land or other
property which shall be specially benefited thereby.
Section h. That the cost and expense of said improvement to be borne by said
improve~uent district and exclusive of any portion borne by either the State of
Washington or other governmental agency, shall be assessed against said property
includ~d in s aid improvement district in proportion to said area, except wherein
the special benefits conferred upon the properby are not fairly reflected by the
use of the termini and zone method, the assessment shall be made against the
property of the district in accor~ance with the special benefits it will derive
from the improvement without regard to the zone and termini method and in accordance
with the ~rovisions of Revised Code of Washington 3~.h3.080~ the remainder of said'
cost to be paid for by arrangement if any~ with either the State of ~ashington
or other governmental ~ency.
Section ~. That the City Clerk be and he is hereby directed to ~ve notice
of the date of such hearing to each ~aer or reputed owner of any and all lots,
tracts~ or parcels of land or other property specially benefited by the improve~nt
by mailing to the owner or reputed owner of the property as shown on the tax rolls
of the County Treasurer, at the a~dress shown thereon, a notice setting forth the
nature of the propesed improvement, the total established cost and the estimated
benefits to the particular lot, tract, or parcel, ao~ the date of the hearing
before the City Council, at least 15 days before the date fixed herein for such
he ari ng.
Section 6. That Wednesday the ~th day of August, 19~9 at lO:OO o'clock A.~.
?.S.T., of said day be and the same is hereby fixed as the date of hearing protests
against said impr~ovements by any persons interested therein; and the City Clerk
be and he is hereby authorized and directed to publish a copy of this Resolution
in the official newsp~er of said City for at least two successive issues, the
first issue to be at least 15 days prior to the date herein fixed for said hearing~
and said publication~ together with the mailing of the notices hereinabove provided
to the owners or reputed owners of the lots~ tracts~ ~r parcels of land inchded
in such improv~nent as hereinabove set f~rth, shall be due and legal notice to ~.l
concerned in said improvements.
