Section 3. That the City ]~qineer ~ ~e City ~ Br~on is hereby d~ected to
submit to the City Co~cil at or prior to t~ ~ f~d f~ heari~ protests to said
~prov~ents, the estimated cost and e~e of such ~provement, ~nd a state~nt of the
proportional ~o~t thereof, which should be bo~e by the property ~thin the proposed
assessment ~strict, a~ a statement of the aggregate assessed valuation of the real
estate, exclusive of ~provements, ~thin ~ch pr~osed district accord~g to the valua-
tion last place~ upon it for the p~ose of a gener~ t~tion, together ~&th the est~ated
amo~t of the cost ~d e~ense of such ~pr~ents to be borne b~ the lots, tracts, or
parce~ of l~d or other property ~vhich sh~l be s~ci~ly benefited thereby.
Section ~. That the cost ~d e~e~e of s a~ ~rov~ent to be bo~e by s~d
~provement district a~ exclusive of a~ portion borne ~ either the State of
?;ashi~Tton or other gover~ental ~ency, s~ be assessed ag~nst said property incl-

benefits co, erred ~on the pr~e~y ~e not f~rly reflected by the ~e of the te~i~
~d zone method, the assessment sh~l be mad8 ~gainst the pr~erty of ~e district in
accorda~e ~th the special behefits it v~ll derive fr~ the ~%vrovement ~thout rega~l
to the zone and te~ini meth~ and in accord~ce v~th the pro~sions of ?~e~sed Code of
7;ashington 35.~3.080, the remainSer of s~d cost to be paid for by a~a~ement

Section ~. That the City Clerk be and he is hereby directed to give notice
of t~e date of such hearing to each o~er or reputed owner of any and all lots,
tracts, or parcels of 1~ nd or other property specially benefited by the improvement
by maili~ to the m~ner or reputed owner of the pre~rty as shown on the tax rolls of
the County Treasurer~ at-the address shown thereon, a notice ~ setting forth
th~ nat~'e of the proposed imTrovement~ the total established cost and the estimated
benefits to the particular lot, tract, or parcel, and the date of the hearing before
the City Council, at least 1~ days before the date fixed herein for such hearing.
Section 6. That Wednesday the 17th day of Juue, 19~9 at lO:O0 o'clock A. ~.
P. S. T., of said day be and the same is hereby fixed as the date of hearing protests
against said improvements by any persons interested therein~ and the City Clerk be and
ho is nereo~, authorized and directed to publish a copy of ~ this resolution in the
official n~';spaper of said City for ~ at least two successive issues~ the first
issue to be at least l~ days prior to the date herein fLxed for said hearing~ and said
publication~ together ~.~th the maili~ of the notices hereinabove provided to the ovmers
