WHEREAS the City of Bremerton has long protected its potable
water supply by restricting access to its surface watersheds which
are the source of that supply, and
WHEREAS the protection and preservation of these watershed
areas has permitted the production of an ample supply of high
quality water at low cost, thus contributing materially to the
economic growth and well being of this area, and
WHEREAS the municipal watersheds in the State of Washington
supply the potable water for approximately one-half of the population
of the state, including the City of Bremerton and adjacent areas,
while occupying less than 1% of the state land area, without de-
tracting from the exceptional recreation opportunities already
available in the State of Washington, including lakes, rivers, and
creeks, in addition to Puget Sound and Pacific Ocean coastal
areas, and
WHEREAS the State of Washington already has approximately one-
third of its area set aside in public land which is available for
recreation, and which includes ample present and future camping,
picnicking and hunting lands, and that a substantial portion of
said public land is immediately and readily available for such use
to the entire population of the state without intrusion upon
watershed areas, and
WHEREAS water pollution has become a matter of increasing
magnitude and concern on a national scale to the prejudice of the
public health and well being of the citizens, and
WHEREAS the City of Bremerton in conjunction with other
municipalities of the State of Washington is expending funds in
the protection of its consumers and preservation and maintenance
of the purity of its water sources through control of access in
and upon its watershed areas, and
WHEREAS certain agencies of the Federal Government are attempt-
ing to interfere in matters of local determination by opening
watersheds for access and recreational purposes contrary to the
recommendations of the majority of local interests and of public
health authorities, and contrary to the wishes of the City of
Bremerton, now therefore
BE IT RESOLVED by the City Council of the City of Bremerton
that it is unanimously opposed to the efforts of the Federal
Government Agencies in attempting to open municipal watersheds for
unrestricted access and/or recreational development without regard
to the economic requirements of the area, contrary to the recommen-
dations of local interest and public health authorities and contrary
to the wishes of the City of Bremerton, and
BE IT FURTHER RESOLVED that a copy of this Resolution be sent
to the President of the United States, Secretary of Agriculture,
Secretary of the Army, each member of the Washington Congressional
Delegation, the Governor of the State of Washington and the State
