WHEREAS, the public interest, safety, and convenience
will be best served by a creation of a "Mall" under authority of
RCW 35.71 in those right-of-ways in the City of Bremerton being
that part of Chester Avenue between the south bounda~-y of 16th Street
extended westerly' to the east boundary of Chester Avenue and the
north boundary of 14th Street extended easterly from intersection
of Lincoln and 14th Streets to the east boundary of Chester AVenue,
and that part of 15th Street between the east boundary line of
Lincoln Avenue extended northerly to the north boundary of 15th
Street and west boundary of Broadway extended northerly to the north
boundary of 15th Street, and,
WHEREAS, said Mall in the area indicated is consistent
with the comprehensive plan adopted by the City of. Bremerton under
Resolution No. 1294, dated April 21, 1966, and,
WHEREAS, there are alternate routes of ingress and egress to
and from all properties otherwise served by said streets and avenues
such that vehicular traffic will not be unduly inconvenienced, now
therefore, be it hereby
RESOLVED by the City Council of Bremerton that it does intend
to create a "Mall" of and within the above described ri~ht-of-ways
excluding vehicular traffic therefrom during the hours of 7:30 o'clock
A.M. to 5:00 o'clock P.M. each day, exclusive of Sundays and Holidays,
excepting only for necessary utilities and governmental functions,
and be it further
RESOLVED by the City Council of Bremerton that a plan there-
fore shall be formulated by the City Engineer consistent with the
City's comprehensive plan, including the right-of-ways above mention-
ed and showing the alternate routes for vehicular movement, and the
loading and unloadin~ of goods within the Mall area, and such
provisions for off-street parkinE as may bee deemed necessary, and

the same submitted to the Council for such further action as it
may deem appropriate.
PASSED AND APPROVED by the City Council of the City of
Bremerton, signed by the Mayor and attested by the City Clerk in
