that all sums provided in the M~dget for the year 1965 ~ which remain un-
expenced on January ~O, 1966, shall be abandoned on said date, except
the following whmch shall remain mn full force and effect and shall be
held available during the year 1966, unless hereafter specifically
abandoned:
