A RESOLUTION adopting the City of Bremerton Parks and Recreation Interim Comprehensive Plan.
WHEREAS, in the year 2002, in order to comply with State of Washington Growth Management
mandates, the City of Bremerton is required to adopt a 5 year update to its C ity-wide Comprehensive
Plan; and
WHEREAS, the City of Bremerton's Parks and Recreation Department desires to co-ordinate its
Comprehensive Parks and Recreation Plan with the City's land use plan; and
WHEREAS, the City of Bremerton desires to become an eligible urban jurisdiction for the Urban Park
and Recreation Recovery (UPARR) Program through the National Park Service in order to apply for grant
assistance; and
WHEREAS, a prerequisite for UPARR grant assistance a planning document, called a Recovery Action
Plan, must be submitted and approved; and
WHEREAS, the City of Bremerton Parks and Recreation Department has prepared an Interim
Comprehensive Plan; and
WHEREAS, following public input and public meetings, the City of Bremerton Parks and Recreation
Commission recommended adoption of such an interim plan; and
WHEREAS the City of Bremerton City Council has held its own duly advertised public hearing on the
proposed interim plan; and
WHEREAS the proposed interim plan gives an overview of City of Bremerton parks, recreation, and
open space planning; identifies regional, community and neighborhood parks classification systems and
standards; proposes urban and regional Parks and Recreation goals and objectives; identifies potential
funding sources; and identifies an interim two-year implementation plan; and
WHEREAS adoption of the interim plan will promote the development, operation, and maintenance of a
comprehensive parks, recreation, and open space system throughout City of Bremerton that will provide
for a wide range of personal, social, economic, and environmental benefits to the citizens of the City of
Bremerton; and
NOW THEREFORE be it resolved that the City of Bremerton Interim Comprehensive Parks and
Recreation Plan is hereby adopted. The City of Bremerton Parks and Recreation Interim Plan consists of
the June 2001 drat~ with the attached map of the City of Bremerton Parks and Recreation System.
Adopted said Interim Plan will become the basis for the Recovery Action Plan leading to eligibility as an
urban jurisdiction for the Urban Park and Recreation Program under the auspices of the National Park
Service.
