Equipment On~oing 60.0 Fire - Air Conditioning for Fire Stations 2 & A Short term strategic plan for the implementation of air conditioning for fire stations 2 & 3. We are proposing a mu[ti-year implementation pedod. First the sleeping portion ofthe fire stations would be dune, followed by the office and kitchen area in succeeding years. Currently none of the fire stations have air conditioning. We are one of the only departments in the City that is staffed 24 hours a day. The department is a/so dealing with 2000 - 2001 life/death issues and being at our best is critical. 18.0 Llpgrade Sierra program for Bldg, Zoning & Upgrade the Sierra Computer Tracking System from a DOS based version which is ;ode Violation tracking currenUy incompatible with Netware 5, which is the most recant upgrade and is pert of the long range growth of the City's network. Information Services indicates that the DOS Sierra system will "crash" within the next few years, simiisr to the TUMMS system at Utilities. The Sierra system is no longer enhancing "Pem~its" because they have a Windows based program called "Permits Plus". In order for the City to continue to issue >erin/ts electronically, we need to migrate to "Pen"nits Plus" or another permit)' tracking system. The cost of migrating is approximataly $15,000. which includes the m~rafion program that converts our permit types and historical data to the Windows format, thus maintaining conbnuity of permit records. This cost also includes the first year's maintenance cost, 2001 15.0 Police & Firs - Mobile Computer Terminals Equip Fire and Police vehicles with Mobile Computer Terminals (MCT's). With MC'Ps field units have access to numerous pieces of information not currently available. This would also allow officers to obtain information in a timely manner, freeing up a dispatcher and possibly decreasing personnel costs or de~ease continuing Can-Corn costs to the City. 2001 ~ 240.0 Engineering - Boardwalk pile-coating Inspection of the Boardwalk steel piles showed significant blistering, scaling, and heavy oxidation on many of the piles. Deferring pile-coating maintenance could result in substantial pile deterioration and compromising the structural integrity of the Boardwalk pier. 2001 165,0 Fire - Replacement of SCBA Breathing A systematic approach to the replacement of SCBA breathing equipment, a necessary apparatus requirement for extinguishing fires. 15 of the Departments' SCBA breathing apparatus were purchased in 1992, the remainder were purchased in 1988 and rebuilt in 1992 to meet the new L&I standards, The SCBA breathing apparatus is being updated every 3 /ears as required by WAC 296-305, but the shelf life is coming to an end. Industry 2001 - 2002 standards for fire service usage is 8 years. 60.0 c:~123files ~00cip~G F 00-04.xis 8/18/00 10:02 AM 37 CITY OF BREMERTON CAPITAL IMPROVEMENT PROGRAM 2000 - 2005 PROJECT NARRATIVE - GENERAL FUND ID & TITLE DESCRIPTION & JUSTIFICATION COST Fire - Emergency Generators - Fire Install propane generators for emergency power at tim station 2 (wests~de) and station 3 Stations 2 & 3 eastside). In all disasters the Fire Depa~ment is considered the central point for coordinating assistance. The fire stations besides serving as a command post may also fill [he role as a shelter for area citLzens This function will be greatly served dudng power outages for natural occurrences as earthquakes or wind and snow storms where local power and the ability to heat ones home is lost. Each year with the tightening Puget Sounc Air Pollution Control Board rules homes are losing their ability to heat without power. New homes no longer are built with this option as costs dse and restnctions ~ncrease on solid wood appliances. Therefore the City must plan on how to provide shelter for large numbers, one step is to install generators to enable the gas furnaces or electdc resistance heat to operate independently of public power supplies in an emergency. In addition, this ~ower will let us fuel our vehicles at the eastside dudng power losses. 25.0 2001 Fire - Air Compressor to fill fimfighters air Currently the Department is using an a~r compressor from the 1950's to fill air bottles that bottles are used to fight fires. The compressor is regularly serviced, maintained and evaluated to state standards, but is becoming harder to find parts for. Air samples are sent in quarterly to ensure the air meets WAC 296-305-04001, Section 6. Currently the dew point tests show we are not meeting standard. This could show that the life of the compressor could be coming to an end. 25.0 20O2 Fire - Replacement of fire hose. A planned systematic program for the replacement of fire hose. Currently all hose was replaced in 1997-1998, for ISO and NFPA standards. The 1 3/4" hose will need to be ~ replaced in 2003. 3000' of 5" hose and 300O' of 1 3/4" will need to be replaced in 2003. 20O3 15.0 !Fire - [Jfe-Pak 10 Cardiac Currently there is one Life-Pak 10 monitoddeflbdllator for each medic unit. These p~eCes of ~onitor/Defibdllator equipment are vital for producing long-term survival rates. Currently when one of the units breaks or is in need of servicing a loaner must be obtained. This leaves a potential of not having a unit available when needed. Also, as cell volumes increase, there wilt be a need for a third ALS unit requiring this equipment. 16.5 Z004 Fire - Develop and Implement Emergency Develop and implement Emergency Operation Center for the City. Physical location set-up Operations Center to handle aspects of a major emergency which includes communication, command and control, and resource allocations (manpower and equipment). This center is located in the Public Works Facllit~ at Oyster Bay, with an alternative at the Water Utility. The City is currently lacking the necessary equipment (radios, emergency power and "war room", etc.) for commanding a major emergency or natural disaster. While preliminary efforts are underway, funding of this project is chtical to serving our citizens dudng emergencies and disasters. 10.0 Future Public Works - Move Radio Tower from Removal of radio tower from Olympus Bay and resurrection at Oyster Bay for EOC and Olympus Ddve to Oyster Bay Public Works freqency. 20.0 Future Fire - Concrete replacement of apparatus To replace the cracked and broken concrete on the apparatus apron at Fire StatJon #3. apron at the rear of Fire Station #3 The concrete on the apparatus apron of Fire Station #3 has deteriorated to the point of having numerous cracks and pieces of concrete missing. If allowed to continue, eventually Future there will be holes in the concrete. 10.0 Fire -Reseal of concrete apparatus bay This proposal is to repair the cracks and seal each of the concrete apparatus bay flcom in floors each of the three fire stations. Station One was constructed in the 1930's and Stations Two and Three were constructed in 1981. Since that time the floors have not been resealed. Station One has numerous cracks in the floor that allow water to drain into the basement. If allowed to continue, water leaking onto the rebar could result in structural damage to the floor. Resealing floor with a slip resistant surface allows the Department to meet WAC 296-305-06509, Section 4. 6.0 Future :ire - Exhaust Extraction System The exhaust extraction system is a system of pipes that collect the diesel exhausts from ~he vehicles and extracts the exhaust to the outside of the buildings. The proposal would i be to place a system in each of the three stations, doing one every other year. The ,xtraction of diesel fumes will atlow the department to comply with upcoming regulations in Future regards to both Washington Indoor Clean Air Act and the Federal Clean Air Aot and WAC 296-305-06511. 30.0 c:\123flies\OOclp\GF00-O4.xls 8/18/00 10:02 AM 38 CITY OF BREMERTON CAPITAL IMPROVEMENT PROGRAM 2000 - 2005 PROJECT NARRATIVE - GENERAl.
