A RESOLUTION declaring the need for the Kitsap County Consolidated
Housing Authority to operate within the boundaries of the City of
Bremerton.
WltEREAS, RCW 35.82.070(12) provides that, upon request of a city, a housing
authority may exercise any powers of an urban renewal agency under chapter 35.81 RCW;
and
WHEREAS, RCW 35.82,070(13) provides that a housing authority may exercise its
powers within the boundaries of any city not included in its area of operation if the
governing or legislative body of that city adopts a resolution declaring that there is a need
for the housing authority to exercise its powers within the city; and
WFFEREAS, the City Council of the City of Bremerton (the "City") has determined
that the Kitsap County Consolidated Housing Authority (the "Kitsap Authority") has the
capacity to exercise the powers of an urban renewal agency, and that it is in the public
interest that the Kitsap Authority be authorized to exercise the powers of an urban renewal
agency within the City; and
WHEREAS, the City Council of the City deems it necessary and desirable that the
Kitsap Authority also be able to exercise the powers of a housing authority under chapter
35.82 RCW within the City; and
WHEREAS, the Kitsap Authority has indicated that it is willing to exercise such
powers within the City; now, therefore,
BE IT RESOLVED by the City Council of the City of Bremerton:
Section 1. Declaration of Need and Public Interest. The City Council of the City
declares that there is a need for the Kitsap Authority to exercise its powers as a housing
authority within the City, and that it is in the public interest that the Kitsap Authority also he
authorized to exercise the powers of art urban renewal agency within the City.
geelion 2. Authorization. The City Council of the City authorizes the Kitsap
Authority to exercise the powers of an urban renewal agency as set forth in chapter 35.81
RCW within the City, and further authorizes the Kitsap Authority to exercise the powers of
a housing authority under chapter 35.82 RCW within the City.
Section 3. Effective Date. This resolution shall be in full force and effect fi'om and
after its adoption and approval.
