WHEREAS, Peter Powell has applied for a Site Plan Review for construction of a Walgreen's; and WHEREAS, the Planning Commission on March 21, 2000 reviewed and forwarded the consideration as to the consistency of the proposed use in the Professional Office "PO" zoning designation to the City Council for consideration; and WHEREAS, the Planning Commission on March 21, 2000 appmved the attached site plan as conditioned in the staff report contingent on the City Council concluding the use is consistent with the "PO" zoning designation; and WHEREAS, an environmental checklist has been prepared and considered by the responsible official and a determination of nonsignificance issued on October 29, 2000; WHEREAS, the City Council has received the Planning Commission recommendation, meeting transcript, and staff report; NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Bremerton does hereby find: 1. The proposed use is primarily a drug store/pharmacy. Such a use is permitted outright in the "PO" zone. Size and height restrictions imposed on the proposed structure by the requirements of the "PO" zone will ensure compatibility with adjacent residential neighborhoods. 2. The record includes a document rifled Bremerton Planning Commission F. indings of Fact, Analysis, and Recommendation which is in fact a staff report and is referred to as such in this resolution. 3. As set out on pages 4 - 8 of the staff report, the site plan is adequate under the following conditions: a. Glare from lighting must be restricted as to not impact neighboring residential properties or traffic along Wheaton Way or Sylvan Way. b. Permits are required for construction or grading work. c. Stormwater facilities shall be designed in accordance with the Department of Ecology's Stormwater management manual for the Puget Sound Basin and existing water, sewer, and storm mains shall be abandoned. d. Channelization revisions and other mitigation measures as detailed in the traffic impact study prepared by Gibson Traffic Consultants must be implemented and inspected by the Public Works Department prior to occupancy of the building. They ate as follows: 1. Construct standard commercial driveway approach (30 feet wide) to SR-303/Wheaton Way plus install modified "pork-chop" traffic island per WSDOT design standards. Install standard "No Left Turn" (R3-2) traffic sign and "right arrow" pavement marking per MUTCD standards, on the driveway's exit approach plus inbotmd arrow on the entry lane. 2. Construct standard commercial driveway approach onto Sylvan Way, with "left/fight arrows" pavement markings on the exit lane and rebound arrow on the entry lane. 3. Extend the center left-turn lane on the Sylvan Way EB approach to the SR-303 signal as a taro-way left-turn lane (2WLTL) as far west as the western driveway to Wheaton Mall (and possibly to Solie Avenue). This charmelization improvement along Walgreen's frontage and further west requires no widening of Sylvan Way, since 23 feet are available for the 2WLTL (11 feet) and the EB through/curb lane (12 feet). 4. Provide directional arrows and "Drive-Thru" legend pavement markings to route drive- through vehicles from the SR-303 entrance around the retail building to enter the 2-bay drive-through fadity. 5. Provide internal pedestrian walkways and crosswalks, with appropriate signs and markings per MUTCD standards, between the Walgreen's drug store entrance and adjacent SR-303 and Sylvan Way. 6. Install standard stop signs and stoplines per MUTCD guidelines at both site access approaches to Sylvan Way and SR-303 to safely control exiting maneuvers. 7. Provide adequate on-site parking spaces inducting handicapped stalls near the Walgreen's drug store entrances to satisfy County (City) code requirements. e. The drive-thru stacking spaces must be clearly marked prior to occupancy of the building. BE IT FURTHER RESOLVED, that the City Council of the City of Bremenon does hereby approve the Site Plan Review as conditioned in the above findings, and that the applicant provide traffic calming on Solie Avenue if, at the discretion of the City Engineer, there are findings of a resultant increase in traffic on Solie Avenue.
