* When the emergency occurs, several things will happen:
- She media will get there first.
- They will want detaJ-ls you don't have.
- She normal c~Lm~nication process will break down.
* News coverage has a positive effect in an eme_~gency: It helps citizens
prepare and the analysis helps them unde~mtand what happened.
* W~rly public r~action to the emergency will be melded primarily by radio
and television, as they are the fastest media. And, the electronic media
will mere likely view themselves as part of the emergency response effort.
(However, requests to cooperate as a part of the emergency response team
are viewed as hypocritical. ) It is vital to get information to them ASAP.
* During the first few minuta~ after impact, the media will be under great
pressure to act quickly. However, they will be hampered by a lack of
information. If faced with uncertain information or no information at
all, reporters will use what they have, right or wrong.
* Cooperate with the media as much as possible. The media is vital during
a crisis, especially as other c~m~lruications systems fail. In fact, the
public expects the media to help them respond in an emergency.
* Accul-ate information is an essential part of mitigatir~ any disaster.
Citizens will be more likely to c~ly with w~rning messages they perceive
to be credible. (Credibility is ~ained through the expertise and
trustworthiness of the information source. )
* The public is best served by r~m] ity. Tell the mmdia we will be open
and honest with them as fast as we can.
* (lhallenge questions that are based on bad information.
* The media must und~ the information they ar~ given.
* Reporters will want aocess to damaged areas. Any denial of access is
mere acceptable if information is available elsewhere.

~ pr~s conferemces ar~ important and halpful. (~lthn~h ~ r~port~

sources of information during a ~i~-ter. P~porters want regular, on-time
briefings that are scheduled around ~dlines and that feature an
authoritative spokesperson (sc~eone who has authority to answer
questions).
* Consider the use of quick fact sheats that let n~i~ ur~m,~tand the
problem and what the city is doing to remedy the situation.
* Honesty is always the best policy. Announce bad news yourself. Pruvide
de~i]s on what is being done to correct a problem.
* Beware of any larger issues that may be involved, such as safe work
practices, adequate prevention of accidents, facilities b~ilt to
appropriat~ specifications, etc. (Remember, if there is no controversy,
there is no story. ) Prepare yourself for the larger issue involved so you
can speak with authority on the topic.
* If there is a fatality involved, the media will w~nt a bio~r~t~hy and
t~hoto of the decamped. Be familiar with any equipment that may have been
involved with the fatality. Was it being used properly? Had it been
t~st~d? When? Were there previous incidents? Was there or will there be
a report or investigation?
* Be sympathetic to media deadlines. Don't wait for all the details to
ccrae ouWc before releasing information. ~ey will ~ to run with what
you have. Let them know what you know up to that point.
* Beware of providing preliminary or unconfirmed information. If you
must, make it clear the situation may change. Inc~L~lete information may
lead unintentional distortion.
* If official sources of information are confused, media coverage may
focus on the confusion rather than on the ai~-t~r itself.
* If you don't know, say "I don't know." Offer to call in experts to
explain technical aspects of emergency response.
* Maintain an open, friendly, helpful attitude.
* Follow-up on requests.
* Be a good listener.
