COMPREHENSIVE PLAN AMENDMENTS FOR SURPLUS UTILITY
LANDS WEST OF THIRD STREET AND SOUTH OF WERNER ROAD
WHEREAS, certain lands generally located south of Werner
Road and west of Third Street are no longer needed for the
protection of the City's water sources and have been declared
surplus utility lands by the City's Water Utility; and
WHEREAS, the Water Utility intends to release these lands,
or portions thereof, for future development and has requested a
Comprehensive Plan Amendment to remove the present designation of
"RESIDENTIAL,, 0-7. OU/Acre - SENSITIVE AREA" and to replace it
with the designation "MIXED USE - PUD"; and
WHEREAS, an environmental checklist in accordance with State
Environmental Policy Act (SEPA) guidelines was prepared and a
Mitigated Determination Of Nonsignificance was issued, which
included a list of mitigation measures to be addressed later in a
phased review; and
WHEREAS, the Bremerton Planning Commission conducted a
public hearing on May 15, 1990, found the request to meet the
adopted criteria for approval of a Comprehensive Plan Amendment,
and forwarded a recommendation for approval to the City Council,
along with its Findings of Fact and Conclusions of Law in support
of that recommendation; and
WHEREAS, the Bremerton City Council conducted a public
hearing on June 6, 1990, at which it considered the Planning
Commission's recommendation and accepted public comments; now,
therefore
BE IT RESOLVED BY THE BREMERTON CITY COUNCIL that the
Comprehensive Plan designation of a 236 acre parcel of surplus
utility lands, as shown as Parcel "A" on attached Exhibit "A", is
hereby amended from "RESIDENTIAL, 0-7 DU/Acre -- SENSITIVE AREA"
to "MIXED USE - PUD";
AND BE IT FURTHER RESOLVED that an adjacent 80 acre parcel
of City-owned surplus utility land, as shown as Parcel "B" on
Exhibit "A", is hereby amended from "RESIDENTIAL, 0-7 DU/Acre --
SENSITIVE AREA" to "RESIDENTIAL, 0-7 DU/Acre".
