A RESOLUTION authorizing submission of an application to the State
of Washington for a Development Loan Fund (DLF) Project on behalf
of Yesterday's, Today's, and Tomorrow's, Inc.
WHEREAS, DLF funds are available to support economic develop
projects which are ready to implement and for which jobs created or
retained will be made available to lower-income persons; and
WHEREAS, the Yesterday's, Today's, and Tomorrow's, Inc. DLF
Project represents a substantial commitment of private resources
towards enhancing the vitality of the area and expanding the City
of Bremerton's tax base and employment opportunities; and
WHEREAS, it is necessary that certain conditions be met as
part of the application requirements; and
WHEREAS, the City of Bremerton is an Entitlement City for the
use of federal Community Development Block Grant Funds and is both
responsible for and experienced in compliance with certain federal
requirements such as citizen participation, public notice and
comment on use of funds, and environmental review for the release
of funds; and
WHEREAS, the City of Bremerton shall agree to comply with all
applicable federal and state regulations for use of State
Development Loan Program funds in the event this application is
selected for funding; and
WHEREAS, the City of Bremerton has provided an opportunity for
public comment on this application; and
WHEREAS, the City of Bremerton conducts and administers its
Community Development Block Grant Program in conformance with Title
VI and Title VIII of the Civil Rights Act of 1964, and
affirmatively further fair housing; and
WHEREAS, the City of Bremerton's DLF Project will not result
in the displacement of persons, or use of Community Development
Block Grant funds for public improvements; and
Now, Therefore,
BE IT RESOLVED BY THE CITY OF BREMERTON
That the Mayor is hereby authorized to submit an application
to the State of Washington on behalf of the City of Bremerton in
the amount of $50,000 to assist the Yesterday's, Today's, and
Tomorrow's, Inc.
BE IT FURTHER RESOLVED:
That the Mayor is hereby authorized to provide such additional
information as may be necessary to secure approval of this grant
application; and
BE IT FURTHER RESOLVED:
That the Mayor is authorized to enter into an agreement with
the State of Washington and Yesterday's, Today's, and Tomorrow"s,
Inc. for the above DLF Project upon review and approval of the
grant documents by the Washington State Department of Community
Development.
